NEW YORK (AP) — With its huge reflecting pools, ringed by waterfalls and skyscrapers, and a cavernous underground museum still under construction, the National Sept. 11 Memorial and Museum at the World Trade Center is an awesome spectacle that moved and inspired some 4.5 million visitors in its first year.
But all that eye-welling magnificence comes with a jaw-dropping price tag. The foundation that runs the memorial estimates that once the roughly $700 million project is complete, the memorial and museum will together cost $60 million a year to operate.
The anticipated cost has bothered some critics and raised concerns even among the memorial's allies that the budget may be unsustainable without a hefty government subsidy.
By comparison, the National Park Service budgeted $8.4 million this year to operate and maintain Gettysburg National Military Park and $3.6 million for the monument that includes the USS Arizona Memorial at Pearl Harbor. Running Arlington National Cemetery, which has more than 14,000 graves and receives 4 million visitors a year, costs $45 million annually.
Officials at the 9/11 memorial say they face unique challenges that make comparisons to other national memorials difficult.
The foundation plans to spend at least a fifth of its operating budget, or around $12 million per year, on private security because of terrorism fears. Visitors to the memorial plaza pass through airport-like security, and armed guards patrol the grounds.
"The fact of the matter is that this was a place that was attacked twice," said Joseph Daniels, the foundation's president and chief executive.
Just operating the two massive fountains that mark the spots where the twin towers once stood will cost another $4.5 million to $5 million annually, said the foundation's spokesman, Michael Frazier.
Foundation officials didn't respond to requests for information about other costs at the site, including the anticipated expense of running the museum, which is still unfinished and might not be anytime soon.
The museum was supposed to open this month, but construction all but ceased a year ago because of a funding squabble between the foundation and the Port Authority of New York and New Jersey, which owns the land the memorial sits on.
Daniels said it will take at least a year for the museum to open once construction resumes, meaning the site may not be fully complete until at least 2014.
The failure to open the museum on time has thrown off the foundation's financial planning. Officials had expected to use the museum, being built mostly with money from various government agencies, plus private donations, as its main source of revenue.
While visitors will be allowed into the above-ground portions of the memorial for free, the foundation plans to charge people to descend into the museum's exhibition space, where they will see portraits of the nearly 3,000 victims, hear oral histories of the tragedy and view artifacts such as the staircase World Trade Center workers used to flee on 9/11.
The admission price hasn't been set. Foundation officials say they may also charge a "suggested donation" where visitors would be allowed to enter for free but would be strongly encouraged to pay a yet-undecided amount.
But if the museum gets the 2 million visitors a year the foundation expects, a $12 fee, like the one charged at the memorial to the victims of the 1995 Oklahoma City bombing, would cover 40 percent of the operating costs. More money will be generated through fundraising and the sale of memorabilia.
In addition, the foundation and several elected officials have proposed that the American public pick up one-third of the operating costs.
So far, Congress has balked. A bill proposed by Sen. Daniel Inouye, D-Hawaii, that would have had the National Park Service contribute $20 million per year ran into opposition from Sen. Tom Coburn, R-Okla., who noted that the federal government had already spent $300 million on the project.
A National Park Service official, William Shaddox, testified at a hearing that $20 million is more than the agency can afford, and larger than the entire annual appropriation for nearly 99 percent of the parks in its system.

Last month, President Obama signed
the Sequestration Transparency Act (H.R. 5872) – legislation giving him 30 days to outline how he would implement the ‘sequester’ defense cuts that Democrats insisted upon in the Budget Control Act to ensure the president wouldn't have to deal with the debt limit again before the 2012 presidential election. Tomorrow (September 7) is the deadline, which has us wondering…
…will President Obama comply with the Sequestration Transparency Act he signed into law?
So far, instead of explaining to the American people how the Obama ‘sequester’ will impact our security, the president has been out campaigning for a tax hike on small businesses that will destroy more than 700,000 jobs. And the administration has repeatedly ignored requests from Congress for ‘sequester’ information, even as top officials admit the defense cuts the White House demanded - in an effort to ensure the president wouldn't face another debt limit vote before the election - would jeopardize our national security.
For example, Secretary of Defense Leon Panetta warned that ‘sequestration’ would “hollow out” our armed forces and “inflict severe damage to our national defense.”
“The American people deserve to know how their commander-in-chief intends to implement half a trillion dollars in cuts to our national security which his own Secretary of Defense compared to ‘shooting ourselves in the head,’” said House Republican Conference Chairman Jeb Hensarling (R-TX), who introduced H.R. 5872.
House Republicans have already offered, and passed, a plan to protect our troops by replacing the ‘sequester’ with common-sense spending cuts and reforms. Now it’s time for President Obama to obey the law he signed and tell the American people how he plans to implement (or replace) these devastating cuts.

absolutism and hypocrisy in remarks astounds me: especially to call someone evil when they are not... first of all, MASSACHUSETTS decided for themselves to create a program for the uninsured, Obama has no right to impugn the Constitution to violate states rights' sovereignty issues. Secondly, Romney openly dismissed that he is an avid supporter of gay marriage, though he made clear it is an individual decision: far from Obama trying to legalize idolatry as the law of the land or from trying to require states to sanction butt-fuking. Romney does not endorse mass-funding of abortion, which is why he is staunchly against Obamacare and its privacy violations with medical records. Obama DID do it wrong: he defrauded the 2008 election, and illegitimately rectified unconstitutional legislation H.R. 4872 for a budget that's never been approved by Congress or matches physical revenue. H.R. 347 is too broad and subject to abuse, but you don't get to change it by bitching on Facebook: you have to get involved in the legislative process. You can't change the record or the facts to suit your emotions, because you worship Ron Paul as a god.... he is only a man! Same as the others who need to be voted out/voted it, and you don't change it by acting like this. You change it by peaceful protest, lobbying, and working on legislation. Yeah sure: it's tedious, time-consuming, and isn't an instant 'fix', but it is the RIGHT way not the wrong way of going about solving our Nation's problems.

FBI Arrests Trenton Mayor, Others in Corruption Probe

Details of the charges are expected to be released later Monday

Federal authorities arrested Trenton, N.J., Mayor Tony Mack and more than half a dozen other people early Monday in connection with an ongoing corruption probe, NBC 4 New York has learned. This is exclusive raw video of the mayor's perp walk.
Federal authorities arrested Trenton Mayor Tony Mack and more than half a dozen other people early Monday in connection with an ongoing corruption probe, NBC 4 New York has learned.
Mack faces federal charges including conspiracy to obstruct commerce by extortion. Joseph "JoJo" Giorgianni, a top campaign contributor, and six others were also taken into custody. Information on their attorneys wasn't immediately available. Specific charges against the suspects are expected to be outlined by Paul Fishman, the U.S. Attorney for New Jersey, later Monday.
In recorded conversations, Giorgianni said, "I can be bought," "We want this," "I like to do it the Boss Tweed way, you know, Boss Tweed ran Tammany Hall," and "Tony knows when I'm in for a penny I'm in for a pound," according to a criminal complaint.
During the conversations, Giorgianni referred to Mack using the code name "Napoleon," the complaint said.
Mack and the others arrested Monday were brought to the FBI office in Hamilton for processing and are scheduled to appear in federal court.
The arrests are the latest development in an ongoing federal investigation that began in 2010 into alleged corruption within Mack's administration, which has been marked by accusations of nepotism and reckless spending. In July, FBI agents searched offices in Trenton City Hall a day after raiding the mayor's home. They also searched the home of his brother, Ralphiel Mack, and that of Giorgianni.
In the first of two criminal complaints, Tony and Ralphiel Mack and Giorgianni were charged with conspiracy in connection with a parking garage project. The complaint alleges that cash payments intended for Mayor Mack were made by a cooperating witness to Giorgianni inside his restaurant.
In the second complaint Giorgianni and eight others, not including the Macks, were charged with conspiracy to obtain and fill prescriptions for oxycodone-based pain medications, and to distribute the pain medications.
Mack's administration has been in turmoil from Day 1, staggering from one crisis to another. A housecleaning of staff at City Hall opened the door for Mack's own appointees, who quickly turned it into a revolving door. Some left over questions about their credentials, others to face criminal charges.
In Mack's first year in office in Trenton, a city of 85,000, he ran through a string of business administrators. The first resigned after a month, saying the mayor didn't believe in "good government." Another resigned just ahead of pleading guilty to embezzlement at another job.
Mack's housing director quit after it emerged that he had a theft conviction. His chief of staff was arrested trying to buy heroin. His half-brother, whose authority he elevated at the city water plant, was arrested on charges of stealing.
Questions have also been raised about how he financed his campaign for mayor.
A former longtime city employee sued the mayor late last year. The parks department employee said she was let go after refusing to dole out jobs for the mayor's friends, refusing to give federal grant money to people who didn't apply and for inquiring about city funds she said were missing.
The ex-employee also said she was replaced by a Mack supporter who never showed up for his $40,000-a-year job.
A former campaign aide told NBC 4 New York he disassociated with Mack when he "saw the way he was going."
"This is not a surprise," Jerell Blakley said of the probe into Mack's activities. "A lot of people in Trenton were of the opinion -- not of if, but when."

AMMAN, Jordan (AP) — A Jordanian militant leader linked to al-Qaida warned Sunday that his extremist group will launch "deadly attacks" in neighboring Syria to topple President Bashar Assad, as Damascus lashed out at France for backing Syrian rebels.
In a speech delivered to a crowd protesting outside the prime minister's office in Amman, Mohammad al-Shalabi, better known asAbu Sayyaf, told Assad that "our fighters are coming to get you."
Abu Sayyaf is the head of the Salafi Jihadi group, which produced several al-Qaida linked militants who fought U.S. forces in Iraq andAfghanistan over the past 10 years. They are also blamed for the 2002 assassination of US aid worker Laurence Foley outside his Amman home.
The militant leader was himself convicted in 2004 of plotting attacks on Jordanian air bases hosting American trainers, but served his term and was released last year.
Militants linked to al-Qaida, many from Iraq but also reportedly several from Jordan, are believed to have made inroads among Syrian rebels as the civil war their intensifies.
The warning came hours after Syrian Foreign Ministry spokesman Jihad Makdessi criticized France, saying its growing support for the opposition does nothing but undermine the mission of the new U.N. envoy tasked with brokering a diplomatic solution to the conflict.
France, Syria's one-time colonial ruler, has been one of the most outspoken Western critics of the Assad regime, and announced earlier this month that it has begun sending direct aid and money to five rebel-held Syrian cities as part of its intensified efforts to weaken Assad. It was the first such move by a Western power amid mounting calls for the international community to do more to prevent bloodshed.
Makdessi said France suffers from "schizophrenia" in its approach to the country's conflict.
"On the one hand, it supports Brahimi's mission, while at the same time it makes statements demonstrating that it supports the militarization of the crisis in Syria," Makdessi told The Associated Press.
French officials have acknowledged providing communications and other non-lethal equipment to Syrian rebel forces, but say they won't provide weapons without international agreement. France played a leading role in the international campaign against Libya's dictator Moammar Gadhafi last year.
Diplomatic efforts to solve the seemingly intractable conflict have failed so far. A peace plan by former U.N. Secretary-General Kofi Annan never got off the ground and Annan quit his post as special U.N. envoy. He was replaced on Sept. 1 by Lakhdar Brahimi, a 78-year-old former Algerian foreign minister.
Makdessi said Sunday that Syria is "fully committed to cooperating with Brahimi," adding that "the only way to make Brahimi's mission a success is the cooperation of all parties to enable him to bring about calmness and then the political process."
The Assad regime made similar public statements of cooperation when it signed on to Annan's peace plan, only to frequently ignore or outright violate its commitments by refusing to pull its troops out of cities and cease its shelling of opposition areas.
Makdessi was implicitly referring to France and Arab countries, like Saudi Arabia and Qatar, which Damascus accuses of supporting the rebel Free Syrian Army fighting Assad's military onslaught.
Makdessi said the only way to end the Syrian conflict is a "cease-fire by all parties." He said Assad's army will pull out from the streets "once there is a political process as it is now in a state of self-defense and to protect the civilians."
In Jordan, security officials say in private that Abu Sayyaf's group comprises several hundred activists. The group regularly faces crackdowns and arrests, but longterm detention without the filing of criminal charges — a tactic that has been used by other Arab states to keep radical Islamists in prison indefinitely — is not regularly used against the Islamists.
Syria's rebels enjoy widespread sympathy across Sunni Arab countries. Western officials say there is little doubt that Islamist extremists, including fighters from other Muslim countries, have made inroads in Syria as instability has spread. Al-Qaida-style suicide bombings have become increasingly common.
Many of the foreign jihadists going to Syria are believed to come from Iraq, but in June Jordanian police said they arrested two members of Abu Sayyaf's group near the northern border as they tried to cross into Syria.
In his speech, Abu Sayyaf condemned "crimes" committed by Assad's ruling Alawite minority against the majority Sunni Muslims in Syria and said the situation there "prompts us to jihad."
"Take your dirty hands, which are stained with the blood of innocent people, off Sunni Muslims in Syria, or face our deadly attacks," he said. The crowd of about 200 responded with cries of "Allahu Akbar," or God is great.
The rally demanded the release of 40 jailed group members convicted of crimes, like Foley's assassination, links to al-Qaida and terror plots in Jordan, Afghanistan and Iraq.
The Syrian uprising, which began in March 2011 with mostly peaceful protests calling for change, has turned into a civil war. Activists put the death toll at 23,000.
Meanwhile, the Syrian Observatory for Human Rights — a Britain-based monitoring group — said fighting raged across Syria on Sunday, with at least 28 reported killed and scores wounded.
It said an air raid on a residential district in the commercial capital of Aleppo in the north killed at least four people, wounded several more and flattened a residential building. The Free Syrian Army said the strikes came hours after rebels overran army barracks in the Hananu neighborhood.
Activists also reported clashes between government forces and rebels in a Palestinian refugee camp on the outskirts of the capital, Damascus, in the central city of Homs, in the northern city of Idlib and in the eastern city of Deir el-Zour.
The Observatory said the heaviest fighting was taking place in Homs, where two bombs exploded in a bus, killing and wounding several military officers and civilians. It did not elaborate.
The Syrian state news agency put the death toll in the explosion at four, including a woman. It said a roadside bomb struck the bus as it was traveling toward Damascus along the Mussyaf-Homs highway. It said the explosion wounded 35 people and left a large crater in the ground.

Yemeni troops have killed the second in command of al Qaeda in the Arabian Peninsula, officials have said.
Saeed al Shehri reportedly died in an airstrike in the Hadramawt area of southern Yemen.
"The Saudi terrorist Saeed al Shehri, the second man in al Qaeda, was killed in a quality operation by the armed forces," the Yemeni defence ministry news website said.
"Six other terrorist elements accompanying him were also killed," it added, quoting what it said was a "high-ranking source".
It is not known when the operation took place and it has not been independently confirmed.
Al Shehri was said to have escaped death on September 20 last year when US drones carried out several air strikes on the village of al Mahfad in Abyan province in the south.
US officials have repeatedly described al Qaeda in the Arabian Peninsula (AQAP) as the most dangerous of the jihadist network's worldwide affiliates.
In January 2009, Saudi and Yemeni al Qaeda branches announced they had merged to form the Yemen-based AQAP.

Iran's currency dropped 7% today, and sanctions imposed over Iran providing weapons to Syria on oil markets have caused Iran to not be able to make deposits to profit off off currency exchange. For example, the trade value of one American Dollar went from 24,300 rials to 23,900 rials in one day. The current consumer rate is 12,260, HALF OF WHAT IT SHOULD BE DUE TO INFLATION. This is now affecting Russia's banks. A new economic minister has been appointed in Russia Andrei Belousov, and Russia complained that the same effect is taking course in Syria. Rather than stopping Assad shedding the blood of his people, Obama has only managed to spread the inflation world-wide in a vain attempt to hold onto power where he has managed to cause a food crisis for Syrians with Assad not upkeeping his soldiers they are stealing food and now a damaged water pipe from fighting means no food and water. Today a threat was issued from a formerly imprisoned Al Qaeda member, who did 7yrs. in prison, who crossed the Jordanian border over the Summer, that he is coming for Assad/take over Syria.

If I had not filed that impeachment order against Obama in January, we'd be in an active engagement with Iran in the Straits of Hormuz. The Navy has been requested to stand down from issuing attacks, and Biden had to be appointed President with Obama having no provable citizenship.
The Senate has got to impeach Obama or we will boycott all of their investments and vote them out.

JERUSALEM (Reuters) - Israel and the United States are in discussion on setting a "red line" for Iran's nuclear program, Prime Minister Benjamin Netanyahu said.
"We're discussing it right now with the United States," Netanyahu said in an interview with Canada's CBC television aired late on Sunday.
In the interview, two days after Canada suspended diplomatic relations with Tehran over its nuclear project, Netanyahu again signaled that a clear boundary - which he has yet to define publicly - could obviate the need for military action.
Netanyahu's recent calls for world powers to set a "clear red line" that would show they were determined to stop Tehran's nuclear drive has suggested a growing impatience with the United States, Israel's main ally.
Washington, which has resisted the idea of laying down red lines for Iran in the past, has been pressing the Israeli leader to give diplomacy and sanctions imposed on the Islamic Republic more time to work to rein in Iran's nuclear work peacefully.
Recent heightened Israeli rhetoric has stoked speculation that Israel might attack Iran before the U.S. elections in November, believing that President Barack Obama would give it military help and not risk alienating pro-Israeli voters.
DIFFERENCES IN ISRAELI LEADERSHIP
But Netanyahu has faced opposition to any go-it-alone attack from Israeli security chiefs and its popular president, Shimon Peres. Opinion polls show a majority of Israelis do not want their military to strike Iran without U.S. support.
"I don't think that they (Iran) see a clear red line, and I think the sooner we establish one, the greater the chances that there won't be a need for other types of action," Netanyahu said, appearing to refer to military steps.
"If Iran saw that, there's a chance, I won't say it's guaranteed, but there's a chance they might pause before they cross that line."
Israel and the West believe Iran is working toward nuclear weapon development capability. Israel, widely thought to be the Middle East's only atomic power, says a nuclear-armed Iran would be a threat to its existence. The Islamic Republic says its nuclear work is for peaceful energy purposes only.
A senior Israeli government official, who spoke on condition of anonymity, said talks were being held with "the American administration," as to the red lines. He declined to elaborate.
Israeli newspaper Haaretz said on Monday Netanyahu had told German Foreign Minister Guido Westerwelle that if Iran enriched uranium above 20 percent, that would provide a red line as it would prove Tehran had chosen to exceed the level of refinement suitable for civilian energy and "break out" with an atom bomb.
Enrichment to 90 percent fissile purity is the typical threshold for weapons-grade nuclear fuel. Haaretz said Netanyahu stressed that from the moment Iran decided to make a nuclear bomb, it would need only six weeks to enrich to 90 percent.
Many independent analysts say, however, that Iran would need additional time - from several months to a year or more - to fashion weapons-grade material into a nuclear warhead and fit onto a missile capable of delivering the payload.
Netanyahu, who met Westerwelle on Sunday in Jerusalem, is scheduled to travel to the New York and address the U.N. General assembly about Iran later this month.
A meeting with Obama, who is deep in his re-election campaign and due to speak to the forum two days before Netanyahu arrives, has not been finalised, the Israeli official said.

Time To Ask Obama About His Social Security Number

More to the point, Daniels has information that the Romney campaign needs to know and needs to talk about: President Barack Obama has apparently been using a fraudulent Social Security number for the last 25 years.
On July 2 of this year, Daniels filed suit in Geauga County (Ohio) Common Pleas Court demanding that Jon Husted, Ohio secretary of state, remove Obama’s name from the ballot until Obama can prove the validity of his Social Security number.
Husted has responded by seeking to dismiss Daniels’ complaint, claiming that it has no basis in law. Daniels fired back that President Barack Obama has violated Ohio’s identity theft statute that “expressly prohibits the use of another’s ‘personal identifying information’ and expressly lists the use of another’s ‘Social Security number’ as prohibited.” She did not expect much out of Husted, and her expectations appear to have been met.
Friday, Daniels took another tack. She filed a sworn affidavit under Ohio Revised Code (ORC) 2935.09, which allows a private citizen “having knowledge of the facts” to request prosecution or arrest of an individual who has committed a crime. The affidavit makes the case clearly. I would strongly recommend that readers forward this to conservatives of influence and demand that they take it seriously. Allow me to cite the affidavit in full:
Now comes Susan Daniels, Affiant, and being first duly sworn deposes and avers, on the date set forth herein below, that the following assertions are true on the basis of her direct personal knowledge, observation, and experience, as follows.
1. Affiant is and has been a resident of the state of Ohio since 1941.
2. Affiant has been a licensed private investigator by and in the State of Ohio since March, 1995 and is in good standing as a private investigator with the Ohio Department of Public Safety.

Democrats Fail to ‘Pay Their Fair Share’ in Charlotte

Democrats left their gathering in Charlotte, North Carolina, not having paid “their fair share.” According to Bloomberg News, the party of the “little guy” left Charlotte “with more than $5 million in immediate obligations and may require a direct cash infusion from the Obama campaign to pay vendors,” said Bloomberg.
These vendors were located inside the Charlotte Convention Center and the Time Warner Cable Arena. Vendors located outside were equally short changed.
Legacy Village was the vendor’s area situated under a tent outside the convention hall, where delegates voted to expel God and Jerusalem from the party’s consciousness before its convention chair blunted their wishes, reinstating them into the party platform. Legacy Village vendors paid as much as $3,000 for the privilege of setting up shop close to the delegates, hoping for a little change. It didn’t quite turn out that way.
“We’ve lost so much money from the way things have been set up, said Nila Nicholas, who sold marshmallows decorated with Michelle Obama’s face. Ken Toltz, of Denver-based Obama-Bling.com, who sells political pins, said, “I did probably about 50 percent of what I hoped to do,” reported the TacomaNews Tribune.
It seems that security barricades, set up to prevent the press from asking Democratic delegates if they were better off than they were four years ago, also drove foot traffic away from the Legacy Village, Democratic Party-approved, Solyndra-like entrepreneurs.
However, free-spirited capitalists were undaunted. “They paid $3,000 for a rip-off,” a T-shirt seller said of the Legacy Village vendors to the Tribune. He and many other nimble thinkers made bank down the street – having paid no fee to gain access to the crony-capitalist zone established outside the convention hall. “It was unclear … whether the city had given the vendors outside the convention center permits to sell,” said the Tribune. While Charlottes’ regulatory bureaucrats slept, little entrepreneurs saw an opportunity, a need and met it. You could even say, “They built that.”
The Democratic Host Committee, needless to say, was embarrassed. “When we heard that our vendors were frustrated, the host committee made several efforts to publicize their presence, directed visitors to their space, and waived contractual penalties for early departure, giving vendors the option to leave.” Yes, the best laid schemes of mice and men.
In his Charlotte speech to his party’s delegates, the presidents said we should forget the failures of his last four years and, instead, look to his next term for “achievable plans that will lead to new jobs, more opportunity and rebuild this economy on a stronger foundation.” He couldn’t even do that in Charlotte, and convention vendors desperately await an Obama campaign bailout.
That little T-shirt seller in Charlotte encapsulated the economic effects that spread-the-wealth-around Obamanomics has had on the nation – “rip-off.”

A woman was arrested Sunday evening for threatening freshman Rep. Trey Gowdy with a gun, according to police.
The South Carolina Republican was in the parking lot of his church in Spartanburg waiting for a family member when Gloria Yvonne Brackett pointed a gun in his direction, a police report said.

Brackett asked Gowdy to “stop following her,” the police report says. Gowdy replied that he wasn’t following her but was merely waiting for a family member. After another similar interaction, Gowdy put his car in reverse, and Brackett chased the vehicle on foot. He drove directly to the police department and was escorted back to the church by police officers to pick up his family member.
Brackett, 52, of Jonesboro, Ga., was jailed on charges that she was carrying the weapon illegally, according to local media reports.
There’s no evidence that Gowdy knew Brackett.
In a statement to POLITICO, Gowdy’s office said he was grateful for the police department’s help but declined to elaborate, citing the ongoing investigation.
Threats and violence toward members of Congress have been prevalent over the past three years. During the health care debate, lawmakers were threatened, bricks were thrown through windows and town halls around the country turned rowdy. Former Rep. Gabrielle Giffords (D-Ariz.) was the most prominent example.
Gowdy represents a deep red district that stretches from the North Carolina border into central South Carolina. It includes Greenville and Spartanburg.

'Real' Unemployment Rate Shows Far More Jobless

While the national unemployment rate paints a grim picture, a look at individual states and their so-called real jobless rates becomes even more troubling.

The government's most widely publicized unemployment rate measures only those who are out of a job and currently looking for work. It does not count discouraged potential employees who have quit looking, nor those who are underemployed — wanting to work full-time but forced to work part-time.
For that count, the government releases a separate number called the "U-6," which provides a more complete tally of how many people really are out of work.
The numbers in some cases are startling.
Consider: Nevada's U-6 rate is 22.1 percent, up from just 7.6 percent in 2007. Economically troubled California has a 20.3 percent real rate, while Rhode Island is at 18.3 percent, more than double its 8.3 percent rate in 2007.
Those numbers compare especially unfavorably to the national rate, high in itself at 14.9 percent though off its record peak of 17.2 percent in October 2009.
Only three states — Nebraska (9.1 percent), South Dakota (8.6 percent) and North Dakota (6.1 percent) — have U-6 rates under 10 percent, according to research from RBC Capital Markets.
Election battleground states paint a picture not much more flattering. Florida's U-6 number is an ugly 17 percent, though Pennsylvania and Ohio are both around 14 percent, below the national U-6 average.
The numbers come as the government prepares to release its latest reading, the July nonfarm payrolls number, on Friday. Economists expect the report show about 100,000 jobs created for the month and the traditional "U-3" rate to hold steady at 8.2 percent.
"The lack of improvement in state U-6 rates continues to be troubling," Chris Mauro, head of US Municipals Strategy at RBC, said in a research note. "While down from recent peaks, state U-6 levels remain dramatically higher than they were in 2007 and 2008."
Mauro used the numbers to demonstrate that investing in municipal bonds remains a challenge because high real unemployment rates will be a drain on local finances.
"We remain concerned about the corrosive influence that these stubbornly high U-6 rates may have on both consumer sentiment and state and local tax revenues," he said. "At current levels, these U-6 rates will continue to be a drag on credit quality."

States Continue to Feel Recession’s Impact

State budget estimates for the upcoming fiscal year continue to show that states face a long and uncertain recovery.  For fiscal year 2013, the fiscal year that begins July 1, 2012, 30 states have addressed or have projected shortfalls totaling $54 billion.[1]  
The Great Recession that started in 2007 caused the largest collapse in state revenues on record.  Since bottoming out in 2010, revenues have begun to grow again, but states are still far from fully recovered.  As of the fourth quarter of 2011, state revenues remained 7 percent below pre-recession levels, and are not growing fast enough to recover fully soon.
Meanwhile, states' education and healthcare obligations continue to grow.  Next year, states expect to educate 350,000 more K-12 students and 1.7 million more public college and university students in the upcoming school year than in 2007-08.[2] And some 5.6 million more people are projected to be eligible for subsidized health insurance through Medicaid in 2012 than were enrolled in 2008, as employers have cancelled their coverage and people have lost jobs and wages.[3]
Consequently, even though the revenue outlook is trending upward, states have addressed large budget shortfalls by historical standards as they considered budgets for the upcoming year.  As the start of the new fiscal year draws near in most states, many of these shortfalls have been closed through spending cuts and other measures scheduled to take effect in the next fiscal year.  Other states will soon close these shortfalls in order to meet balanced-budget requirements.  To the extent these shortfalls are being closed with budget cuts, they are occurring on top of past years' deep cuts in critical public services like education, healthcare, and human services. The additional cuts mean that state budgets are poised to continue to be a drag on the national economy, threatening hundreds of thousands of private- and public-sector jobs, reducing the job creation that otherwise would be expected to occur.  Potential strategies for lessening the impact of deep spending cuts include more use of state reserve funds in states that have reserves, more revenue through tax-law changes, and a greater role for the federal government.
Our survey of state fiscal conditions shows that:
States continue to face a major fiscal challenge.  Thirty states have projected (and in many cases have already closed) budget gaps totaling $54 billion for fiscal year 2013.  (See Figure 1.)  These shortfalls are all the more daunting because states' options for addressing them are fewer and more difficult than in recent years.  Temporary aid to states enacted in early 2009 as part of the federal Recovery Act was enormously helpful in allowing states to avert some of the most harmful potential budget cuts in the 2009, 2010 and 2011 fiscal years.  But the federal government allowed that aid to largely expire at the end of fiscal year 2011, leading to some of the deepest cuts to state services since the start of the recession.  Far from providing additional assistance to states, the federal government is now moving ahead with spending cuts that will very likely make states' fiscal situation even worse.     
State finances are recovering, but slowly.  Ten states in recent months have reported new shortfalls totaling $4.3 billion that opened in their budgets for the current year (fiscal year 2012).  While troubling, these gaps are smaller than the mid-year shortfalls states faced last year (fiscal year 2011), and dramatically lower than in fiscal year 2009 and fiscal year 2010.  For next year, the shortfall totals for fiscal year 2013 are smaller than the totals from the last few years.  But they remain large by historical standards, as the economy remains weak and unemployment is still high. (Note that even if economic improvement accelerates, state fiscal recovery tends to lag recovery in the broader economy.)
The shortfalls that states are projecting for fiscal years 2012 and 2013 are in addition to the more than $530 billion in shortfalls that states have already closed over the past four years.

State Budget Shortfalls in 2012 and 2013

States already have addressed extraordinarily large shortfalls as they developed and implemented spending plans for fiscal years 2009, 2010, 2011, and 2012.  Shortfalls are the extent to which states' revenues fall short of the cost of providing services.  Every state except Vermont has some sort of balanced-budget law.  So the shortfalls for 2009 through 2012 — which totaled more than $530 billion combined — have already been closed through a combination of spending cuts, withdrawals from reserves, revenue increases, and use of federal stimulus dollars.  Moreover, a number of states have already closed significant shortfalls for fiscal year 2013.Figure 2 compares the size and duration of the shortfalls that resulted from the recession during the first decade of the 2000s to shortfalls reported to date following the onset of the latest recession.  In the early 2000s, as in the early 1990s and early 1980s, state fiscal problems lasted for several years after the recession ended.  The same has proven to be the case this time. The most recent recession was more severe — deeper and longer — than the previous one. State fiscal problems also have proven to be worse and are likely to remain so for the foreseeable future.
States' fiscal conditions are improving along with the broader economy.  But states are coming out of a very deep hole. Figure 3 illustrates the magnitude of the problem.   State revenues have begun to rebound.  State tax intake grew 8.3 percent in the 12-month period ending in June 2011 — the 2011 fiscal year for most states.  This encouraging growth offers a glimmer of hope that states are beginning to climb out of the fiscal hole caused by the recession.  Unfortunately, that hole was so deep that even if revenues continue to grow at last year's rate — which is highly unlikely, as explained below — it would take seven years to get them back on a normal track.
In other words, revenues probably won't come close to what states need to restore the programs that they cut during the recession unless states raise taxes, at least temporarily, or receive additional federal aid while the economy slowly recovers.  As noted below, additional federal aid is unlikely.
Figure 3 shows how much states would be collecting if revenues had not dropped sharply due to the recession but instead had continued to grow at their historical rate of 5 percent.  (The 5 percent rate is based on actual collections between 1980 and 2008, with adjustments for projected inflation and GDP growth.)  It also shows that, at the 2011 rate of 8.3 percent, revenues wouldn't get back on a normal track until 2019. State tax collections typically grow faster than normal after a recession as they recover from a reduced base.  But states haven't seen sustained growth at an 8.3 percent level since the 1960s.  Beyond simply coming out of a deep hole, states face major obstacles that will slow their fiscal recovery.  One is the shifting role of the federal government.  It allowed emergency aid to states to largely expire at the end of fiscal year 2011, leaving states with fewer options to address their still substantial budget shortfalls in fiscal year 2012 and beyond.  Moreover, the federal government has been moving ahead with spending cuts that will very likely reduce ongoing federal funding for state and local governments and make state fiscal conditions even worse.

Alabama (i/ˌæləˈbæmə/) is a state located in the southeastern region of the United States. It is bordered by Tennessee to the north, Georgia to the east, Florida and theGulf of Mexico to the south, and Mississippi to the west. Alabama is the 30th-most extensive and the 23rd-most populous of the 50 United States. Alabama ranks second in the area of its inland waterways.
From the American Civil War until World War II, Alabama, like many Southern states, suffered economic hardship, in part because of continued dependence on agriculture. Despite the growth of major industries and urban centers, white rural interests dominated the state legislature until the 1960s, while urban interests and African Americans were under-represented.[6] Following World War II, Alabama experienced growth as the economy of the state transitioned from agriculture to diversified interests in heavy manufacturing, mineral extraction, education, and technology. In addition, the establishment or expansion of multiple military installations, primarily those of theU.S. Army and U.S. Air Force, added to state jobs.
Alabama is unofficially nicknamed the Yellowhammer State, after the state bird. Alabama is also known as the "Heart of Dixie." The state tree is the Longleaf Pine, thestate flower is the Camellia. The capital of Alabama is Montgomery. The largest city by population is Birmingham. The largest city by total land area is Huntsville. The oldest city is Mobile, founded by French colonists.

The state has invested in aerospace, education, health care, banking, and various heavy industries, including automobile manufacturing, mineral extraction, steel production and fabrication.
According to the United States Bureau of Economic Analysis, the 2008 total gross state product was $170 billion, or $29,411 per capita. Alabama's 2008 GDP increased 0.7% from the previous year. The single largest increase came in the area of information.[86] In 2010, per capita income for the state was $22,984.[87]
As of June 2012, the state's unemployment rate is 7.8%.[88]

Alabama's agricultural outputs include poultry and eggs, cattle, plant nursery items, peanuts, cotton, grains such as corn and sorghum, vegetables, milk, soybeans, and peaches. Although known as "The Cotton State", Alabama ranks between eighth and tenth in national cotton production, according to various reports,[90][91] with Texas, Georgia andMississippi comprising the top three.

Alabama's industrial outputs include iron and steel products (including cast-iron and steel pipe); paper, lumber, and wood products; mining (mostly coal); plastic products; cars and trucks; and apparel. Also, Alabama produces aerospace and electronic products, mostly in the Huntsville area, the location of NASA's George C. Marshall Space Flight Center and theU.S. Army Materiel Command, headquartered at Redstone Arsenal.
Most of Alabama's economic growth is due to the state's expanding automotive manufacturing industry. Located in the state are Honda Manufacturing of Alabama, Hyundai Motor Manufacturing Alabama, Mercedes-Benz U.S. International, and Toyota Motor Manufacturing Alabama, as well as their various suppliers. Since 1993, the automobile industry has generated more than 67,800 new jobs in the state. Alabama currently ranks 4th in the nation in automobile output.[92]
Steel producers Nucor, SSAB, ThyssenKrupp, and U.S. Steel have facilities in Alabama and employ over 10,000 people. In May 2007, German steelmaker ThyssenKrupp selected Alabama for a $3.7 billion steel production plant, with the promise of 2,700 permanent jobs.[93] When ThyssenKrupp's new facilities reach full production capacity, Alabama is expected to become the third largest steel producing state in the country behind Indiana and Pennsylvania.[94]
The Hunt Refining Company, a subsidiary of Hunt Consolidated, Inc., is based in Tuscaloosa and operates a refinery there. The company also operates terminals in Mobile, Melvin, and Moundville.[95] JVC America, Inc. operates an optical disc replication and packaging plant in Tuscaloosa.[96]
Michelin North America operated a 1,000,000 square feet (9.3 ha) BFGoodrich Tire manufacturing plant in Opelika from 1963 to 2009, when it shut down.[97] GAF Materials Corporation formerly operated a plant in Mobile, but ceased production operations in 2010. The plant had previously been idled in 2007 before resuming in 2008 and may reopen in the future once demand recovers.[98]

An estimated 20 million tourists annually visit the state. Over 100,000 of these are from other countries, including from Canada, the United Kingdom, Germany and Japan. In 2006, 22.3 million tourists spent $8.3 billion providing an estimated 162,000 jobs in the state.[99][100][101]

UAB Hospital is the only Level I trauma center in Alabama.[102][103] UAB is the largest state government employer in Alabama, with a workforce of about 18,000.[104]

Alabama has the headquarters of Regions Financial Corporation, BBVA Compass, Superior Bancorp and the former Colonial Bancgroup. Birmingham-based Compass Banchshares was acquired by Spanish-based BBVA in September 2007, although the headquarters of BBVA Compass remains in Birmingham. In November 2006, Regions Financial completed its merger with AmSouth Bancorporation, which was also headquartered in Birmingham.SouthTrust Corporation, another large bank headquartered in Birmingham, was acquired by Wachovia in 2004 for $14.3 billion. The city still has major operations for Wachovia and its now post-operating bank Wells Fargo, which includes a regional headquarters, an operations center campus and a $400 million dollar data center. Nearly a dozen smaller banks are also headquartered in the Birmingham, such as Superior Bancorp, ServisFirst and New South Federal Savings Bank. Birmingham also serves as the headquarters for several large investment management companies, including Harbert Management Corporation.

Telecommunications provider AT&T, formerly BellSouth, also has a major presence in Alabama with several large offices in Birmingham. The company has over 6,000 employees and more than 1,200 contract employees.
Many commercial technology companies are headquartered in Huntsville, such as the network access company ADTRAN, computer graphics company Intergraph, design and manufacturer of IT infrastructure Avocent, and telecommunications provider Deltacom. Cinrammanufactures and distributes 20th Century Fox DVDs and Blu-ray Discs out of their Huntsville plant.

Rust International has grown to include Brasfield & Gorrie, BE&K, Hoar Construction and B.L. Harbert International, which all routinely are included in the Engineering News-Record lists of top design, international construction, and engineering firms. (Rust International was acquired in 2000 by Washington Group International, which was in turn acquired by San-Francisco based URS Corporation in 2007.)

The Port of Mobile, Alabama's only saltwater port, is a busy seaport on the Gulf of Mexico with inland waterway access to the Midwestby way of the Tennessee-Tombigbee Waterway. The Port of Mobile is currently the 9th-largest by tonnage in the United States.[105]
Barge transportation in and out of the Port of Tuscaloosa and other commercial navigation make the Black Warrior River useful in the state of Alabama.

STATE GOVERNMENT BUDGET DEFICIT $60 BILLION

Alabama operates on an annual budget cycle. Its fiscal year begins October 1.
Oct. 1, 2012, will mark the start of FY2013 for the state, and Gov. Robert Bentley signed both the FY2013 education and general fund budgets into law on May 24, 2012.[1] The general budget spends 3.8 percent less than the state spent in FY2012.[1]
The state general fund for FY2012 spends $1,769,103,104, which is an increase of 11.44% over FY2011.[2] Alabama's fiscal year begins in October and ends in September.[3] Alabama's budget is unique in that 84% of tax revenue is set aside by the state constitution or state law for specific purposes, which is the highest percentage of any state budget in the nation.[4]
Alabama has a total state debt of $60, 573,949,000 when calculated by adding the total of outstanding official debt, pension and other post-employment benefits (OPEB) liabilities, Unemployment Trust Fund loans, and FY2013 budget gap.[5] That is up from last year's debt of $60,412,502,000,[6]

Public primary and secondary education in Alabama is under the overview of the Alabama State Board of Education as well as local oversight by 67 county school boards and 60 city boards of education. Together, 1,541 individual schools provide education for 743,364 elementary and secondary students.[126]
Public school funding is appropriated through the Alabama Legislature through the Education Trust Fund. In FY 2006–2007, Alabama appropriated $3,775,163,578 for primary and secondary education. That represented an increase of $444,736,387 over the previous fiscal year.[126] In 2007, over 82 percent of schools made adequate yearly progress (AYP) toward student proficiency under the NationalNo Child Left Behind law, using measures determined by the State of Alabama. In 2004, 23 percent of schools met AYP.[127]
While Alabama's public education system has improved, it lags behind in achievement compared to other states. According to U.S. Census data, Alabama's high school graduation rate—75%—is the fourth lowest in the United States (after Kentucky, Louisiana and Mississippi).[128] The largest educational gains were among people with some college education but without degrees.[129]

Alabama's programs of higher education include 14 four-year public universities, two-year community colleges, and 17 private, undergraduate and graduate universities. In the state are three medical schools (University of Alabama School of Medicine, University of South Alabama and Alabama College of Osteopathic Medicine), two veterinary colleges (Auburn University and Tuskegee University), a dental school (University of Alabama School of Dentistry), an optometry college (University of Alabama at Birmingham), two pharmacy schools (Auburn University and Samford University), and five law schools (University of Alabama School of Law, Birmingham School of Law, Cumberland School of Law, Miles Law School, and the Thomas Goode Jones School of Law). Public, post-secondary education in Alabama is overseen by the Alabama Commission on Higher Education. Colleges and universities in Alabama offer degree programs from two-year associate degrees to 16 doctoral level programs.[130][131]
The largest single campus is the University of Alabama, located in Tuscaloosa, with 31,747 enrolled for fall 2011.[132] Troy University is the largest institution in the state, enrolling 29,689 students (as of 2010) across four Alabama campuses (Troy, Dothan, Montgomery, and Phenix City), as well as sixty learning sites in seventeen other states and eleven other countries. The oldest institutions are the public University of North Alabama in Florence and the Catholic Church-affiliated Spring Hill College in Mobile, both founded in 1830.[133][134]
Accreditation of academic programs is through the Southern Association of Colleges and Schools (SACS) as well as other subject-focused national and international accreditation agencies such as the Association for Biblical Higher Education (ABHE),[135] the Council on Occupational Education (COE),[136] and the Accrediting Council for Independent Colleges and Schools (ACICS).[137]
According to the 2011 U.S. News and World Report, Alabama had three universities ranked in the top 100 Public Schools in America (University of Alabama at 31, Auburn University at 36, and University of Alabama at Birmingham at 73).[138]

Alabama has four of the world's largest stadiums by seating capacity: Talladega Superspeedway in Talladega, Bryant-Denny Stadium in Tuscaloosa, Jordan-Hare Stadium inAuburn and Legion Field in Birmingham.
The Talladega Superspeedway motorsports complex hosts a series of NASCAR events. It has a seating capacity of 143,000 and is the thirteenth largest stadium in the world and sixth largest stadium in America. Bryant-Denny Stadium serves as the home of the University of Alabama football team has a seating capacity of 101,821. It is the fifth largest stadium in America and the eighth largest non-racing stadium in the world. Jordan-Hare Stadium is the home field of the Auburn University football team and has a seating capacity of 87,451. It is the twelfth largest college football stadium in America. Legion Field is home for the UAB Blazers football program and the Papajohns.com Bowl. It seats 71,594.[139][140]
Ladd-Peebles Stadium in Mobile serves as the home of the NCAA Senior Bowl, GoDaddy.com Bowl, Alabama-Mississippi All Star Classic and home of the University of South Alabama football team. Ladd-Peebles Stadium opened in 1948 and seats 40,646.[141]
In 2009, Bryant-Denny Stadium and Jordan-Hare Stadium became the homes of the Alabama High School Athletic Association state football championship games, known as the Super Six. Bryant-Denny hosts the Super Six in odd-numbered years, with Jordan-Hare taking the games in even-numbered years. Previously, the Super Six was held at Legion Field in Birmingham.[142]

Alabama has five major interstate roads that cross the state: I-65 runs north–south roughly through the middle of the state; I-59/I-20 travels from the central west border to Birmingham, where I-59 continues to the north-east corner of the state and I-20 continues east towards Atlanta; I-85 originates in Montgomery and runs east-northeast to the Georgia border, providing a main thoroughfare to Atlanta; and I-10 traverses the southernmost portion of the state, running from west to east through Mobile. Another interstate road, I-22, is currently under construction. When completed around 2014 it will connect Birmingham with Memphis, Tennessee. In addition, there are currently five auxiliary interstate routes in the state: I-165 in Mobile, I-359 in Tuscaloosa, I-459 around Birmingham, I-565 in Huntsville, and I-759 in Gadsden. A sixth route, I-685, will be created when I-85 is rerouted along a new southern bypass of Montgomery. A proposed northern bypass of Birmingham will designated as I-422.

Men trust good stewards with larger and larger sums, and so it frequently is with the Lord; He gives by cartloads to those who give by bushels. Where wealth is not bestowed the Lord makes the little much by the contentment which the sanctified heart feels in a portion of which the tithe has been dedicated to the Lord. Selfishness looks first at home, but godliness seeks first the kingdom of God and His righteousness, yet in the long run selfishness is loss, and godliness is great gain. It needs faith to act towards our God with an open hand, but surely He deserves it of us; and all that we can do is a very poor acknowledgment of our amazing indebtedness to His goodness.
