Gradually as the job market recovers in the 30 worst states, and 3 million jobs are created in each of those 30 states, credit will continue to unthaw, revenues will be back up, and the deficit will end in 6-7yrs., earlier than the projected 10 years.
The only measure that I support in spending above the budget(s) mention is in federally-backed mortgages to recover the housing market from special interest plummeting and Congressional pillaging. I am drafting the “No Empty Home Act” to assist Bernanke’s vision and request, while also helping local government navigate through these crises created by the housing bubble and unethical loan practices.
Modest cuts are necessary, and we can eek out $50/$50/$50 billion each from Patents, Judiciary, Diplomacy, $100 billion from Defense, $250 from Congressional salaries.
That way, we abandon automatic tax increases on the #MiddleClass and we can adjust tax rates on top incomes with #1986TaxReform

The feds rolled up another $1.1 trillion deficit for the year that ended September 30, which was the biggest deficit since World War II, except for each of the previous three years. President Obama can now proudly claim the four largest def

To restore integrity to government function with the Treasury debt of war satisfied, it is necessary to address paying Congress their legitimate salary, and whatever cuts to their salary or budget may be necessary to offset the debt created by the Bush Tax Cuts. It is very important to not burden the middle class, who has been buried under inflation and a heavy income tax bracket that is 35% in addition to the 7% sales tax paid to the state. Democrats do not seem to understand how paying Congress a legitimate salary irons out the bloating from having to borrow to pay Congress, when the interest is $600-$700 billion.
The Path to Prosperity Budget Plan specifically discusses cuts, closing loopholes, and how to properly fund a budget. The Tea Party discussed their differences on the proposal, and budgetarily how to meet the goals of our proposed budget plans:

ALL OF THESE PEOPLE WILL BE PAYING SOME FORM OF TAXES THAT THEY WEREN’T PAYING BEFORE:
1) About 46.4 percent of U.S. households didn’t pay federal income taxes in 2011. Mitt Romney’s right about that.

2) That number is abnormally high right now in part due to the recession and slow recovery. When people lose their jobs or see their paychecks drop, they tend to pay fewer income taxes as well. (That’s why the budget deficit tends to increase in a bad economy.) Additionally, Congress has passed a slew of tax cuts as part of its stimulus efforts. So that’s skewed the number of nonpayers. When the economy’s at full employment, as it was in 2007, it’s usually only about 40 percent of U.S. households that aren’t paying income taxes:

3) The vast majority of households that don’t pay federal income taxes are either elderly or paying payroll taxes. As you can see below, 60 percent of those who don’t pay income tax are still working and paying taxes for Social Security and Medicare. Their tax liability is just too low to qualify for the income tax. Another 22 percent of non-payers are retirees.
Only about 7.9 percent of households are not paying any federal taxes at all. That’s usually because they’re either unemployed or on disability or students or are very poor.

4) Many low-income workers don’t pay federal income taxes thanks, in part, to a series of tax cuts endorsed by Republicans over the years. The graph below from the Tax Policy Center shows why so many workers who do earn income don’t have to pay the income tax. They’re exempt under various provisions of the tax code.
For instance, most (though not all) elderly households are excluded from paying taxes on their Social Security benefits. And low-income workers with children can qualify for the Earned Income Tax Credit or the Child Tax Credit. As Keith Hennessey explains, the latter was a major GOP initiative during the 1990s and 2000s, and conservatives used to tout them as vital poverty-reduction measures:

But these beneficiaries tend to leave the program fairly quickly. Many low-income workers actually receive extra money through the tax code, thanks to the EITC. Again, this is an anti-poverty program long supported by Republicans.
What research has shown, however, is that most EITC recipients only get the credit for two consecutive years or less. Many of them soon move up the income ladder and start paying taxes back into the system. One paper found that, over their lifetime, these EITC recipients pay more in taxes than they receive in benefits:

Due to the enormous budget problems that we’ve had over the past six years, the United States can not meet its primary obligations to provide for the common defense by operating in a state of legislative and political impasse.
Example:
No more stunning example of this can be found than by the former House Speaker Nancy Pelosi, who declared that her party had not read all of their proposed legislation known as the Obamacare package, as lumped into the most notable bills that were all but axed and abandoned due to lack of funding. Wherein, the only reforms that remained from the Affordable Care Act were preventive tests for the federal government picking up state tabs for expanded service, and the House cremating H.R. 4872, denying the federal government the ability to imprison citizens or collect taxes for federally-forced state health care exchanges for the uninsured. The results were resounding revolt against Congress, Obama, and Democrats for crafting legislation that they had not read or cared to consider how these laws impacted the jobs lost by 30 million people.
Most of this wasted time could have been avoided, had the legislation been publicly read to the people first, (each 2,000+ page bill being read and scored first, would have necessitated the editing that took place) and scoring the legislation would have allowed us to concentrate on the budget and job creation, rather than passing unconstitutional legislation against the will of the people over politics and causing more budget strain in a war-time transition economy.
Therefore, any proposed legislation will be scored as revenue negative, revenue positive, or revenue neutral with the corresponding dollar amount. The people elect a Congress and expect them to act with integrity, not put political interests and donors above their well-being or tell them what’s best for them. The people also expect Congress to do its job in passing a budget, and this enforceable measure enables Congress to do its job more efficiently without the harangue and political gamesmanship we have seen, while Democrats who have controlled the Senate since 2006 collected taxpayer-funded paychecks for not doing their job, in raising the debt ceiling and not writing a budget the past four years.
Legislation will be considered, approved, or denied on this basis and the Congressional process will be reported to the people, not delivered as pontification of position or party.

The opening statement of the Constitution declares that we, the people of the United States, as one of our main duties is to provide for the common defense. This means that the people are the government, not the government as a separate entity, so that we decide as taxpayers how our money meets the needs of domestic peace and tranquility.
Article I, Sec. 8 determines that the power to declare war resides with Congress, and that no appropriation shall be made longer than two years to raise and support an Army.
At this time, Vice President Joe Biden, Senator John McCain, and Senator John Kerry are authorized to sign a declaration of war jointly, or any emergency military order as required by military command or conference. Obama has been relieved of signature authority, Vice President Biden is acting Commander-in-Chief.
Given these provisions of the Constitution listed above, it is necessary to revisit our commitments to other countries that fall under diplomacy operations and those that actually fall under the regular defense budget. There has been a lot of political discourse regarding “unconstitutional wars, endless war spending, and endless wars”, but these are misnomers when it comes to approving an annual defense budget and defining our previous and current national security needs.
Our war has always been against the enemy Al Qaeda, and the bulk of our military spending has been in pursuit of that enemy going on eleven years. After ending the Iraq War, that has been likened to my generation’s Vietnam, it is also necessary that we promote a military budget that is reasonable and does not use sequester, an across-the-board percentage cut, without thorough examination of the 2013 defense bill and what our military is requesting to carry out operations.

A sequester is a default mechanism, usually used for annual business budgeting, but given that defense is the first priority of a Constitutionally-funded model budget and that the Senate has failed to produce an annual budget for 4 years straight and has been operating on a continuing resolution, we have averted 5 government shutdowns, and we pray to avert a 6th on 9/30/12.
*I would like to note that this process had gotten so political, so weighed down with ire and rhetoric for failure to even write a Constitutional budget, that the Tea Party and Paul Ryan took over this process. Paul Ryan wrote a deficit reduction budget called the Path to Prosperity, based on the works of Tom Coburn and others, which came forth from the very heated debate over the debt ceiling in the Summer of 2011, so the Tea Party drafted a working budget based on actual physical revenue trend, (in order to reach a target of deficit control and a path toward paying off our deficit annually).
After review, Bush Tax Cuts offset the inflation of the costs of the Iraq and Afghanistan Wars to avoid a tax revolt during times of conflict. However now that Afghanistan is considered a matter of diplomacy operations in alliance with Karzai, those costs must be monitored effectively for approval of the 2013 defense budget.
The problem is, the Bush Tax Cuts caused us to borrow to pay Congress’ salaries over the past 10 years, and while this is not specifically about the 2013 defense appropriation bill, it is worth noting that Congress while in session works 12, 13, and 14 hour days at times, meets endlessly, and then while on break they meet with constituents.
We are not the part-time Congress of the Founding Fathers, who took off seasonally to manage domestic affairs and work. Congress may need to consider a reduction in their salary of $200 billion from last year to this year, to cause us not to borrow, unless those cuts are found.
Congress’ salary is $1 trillion annually, plus the $700 billion in interest that hits us every 5-6 months. While we would all like to get off of the continuing resolution model, it is imperative that everyone presents a budget to get a public consensus about how the government appropriates and carries out funding of each program. Failing to write a budget will be met by the wrath of voters, and Congress has been appealed to order misappropriation and remuneration charges over Obamacare, a $2 trillion tax increase that was just cremated by the House, for not providing any health insurance whatsoever.
Without a budget, the Democrats leave their constituents’ voices unheard and misrepresented to a cacophony of shouting and wasted floor time debating bills that aren’t even at hand.

This will not only balance our domestic spending to our needs of national defense, this budget places us with a $25 billion down payment on our deficit, free and clear. This way the books are balanced going into 2013, and any additional revenue can be applied toward deficit reduction, as we begin to implement the Path to Prosperity proposals by March of 2013.
To discuss these matters specifically related to the 2013 defense budget, we ask that $600 billion be appropriated for general military operations, $200 billion for requiring anyone under 25 to get their Master’s degree for education/retraining purposes, and $200 billion for defense projects. The project list was due 8/1/12, when I attended the meeting, I did not hear of the projects or who had theirs ready for review.
We have abandoned the need for consideration of revisiting the military draft, unlike Israel. We want a volunteer Army, because we believe that our military works best that way, and we want our soldiers to function well in the private sector. We are making education a requirement, and we want no one under the age of 25 on front line duty, because the brain has not fully developed. This may cause some criticism from the military and how it chooses to operate, but we have to operate more wisely than we have in the past in recruiting, training, and retention of personnel.
Defense projects are to be submitted and approved by Allen West. He is an asset to be in a position of having served and to be able to communicate with military personnel with relative disclosure in being mindful that not everything must be left to public scrutiny.
I found the 2013 defense budget well constructed and easy to read, despite the repetition and long list of equipment, I was eventually able to tabulate the cost, but we need a different scoring system in the margin for legislation anyway.
In short, we ask that no defense cuts be made by percentage calculation or with respect to the annual budget, because we find that the 2013 defense budget takes taxpayer dollars into consideration, and that it is not asking for any increases but a preservation of operations.
We must take that into consideration as taxpayers, that our military has more than met their obligations and given us a 5 time renewal of Army to complete the task of our generation against Al Qaeda. We must also respect that our fight is not quite finished, that we have smoked out Al Qaeda in Yemen, and that with the help of Iraq, we now have Al Qaeda cornered in Syria. While we are looking forward to a time of peace and a time when the Middle East tension with neighbors subsides, we know that these are all factors of a delicate balance of operations and quality intelligence.
In order to prevent this sequester and to pay Congress, we are cutting $200 billion from the Judiciary, until they get serious and prioritize processing violent offenders and preventing abuse of tax dollars.
We also propose a measure that should sit well with those against capital punishment and those who
are tired of supporting terrorists, murderers, rapists and pedophiles to be housed for life sentences:
We will begin phasing out maximum security wards to isolating prisoners to Johnston Atoll.
With the invention or perfection of drones, we will be able to remotely secure prisoners on this deserted and abandoned military base. Johnston Atoll or Drone Island will function like exile, except we will know when the elements have taken a prisoner, as opposed to lethal injection costs and life sentencing housing costs:

We find that life sentencing is a cruel and unusual punishment to taxpayers, who are forced to subsidize violent criminals’ sustenance, and it is cruel and unusual to deny someone the punishment their offense such deserves, an injustice that carries with it enormous impunity and consequently the perpetuation of violent crime trends. With these reforms in place and implementation of “The Military Sequester Prevention Act of 2012”, we can not only help to reduce terrorism but other forms of violence in society, and in conjunction with the proposed use of Johnston Atoll, we ask that any existing law still in place for lack of a Senate vote taken on Obamacare, that the House begin redirecting funds appropriated to Planned Parenthood by Obamacare or H.R. 4872 to be implemented for the cost of plane travel and parachute for prisoners phased out to Johnston Atoll.
Failure to adhere to this budget or these proposals will bring further audit of federal prison costs and reforms, including deportations to country of origin to deserted areas like Johnston Atoll, for taxpayers do not have to sustain global terrorism through prison bases contrary to their well being, or gangs for twenty years to life.
We urge the Senate to act in passing the 2013 defense budget, as written, with the military to apply the reforms listed herein. If the Senate does not, we will pursue cutting the salaries of Senators by $200 billion, for creating a defense vacuum between now and 9-30-12, with our military unable to approve their project lists that were due on 8/1/12. The Department of Homeland security is also being considered for reductions, as well as other underperforming domestic agencies.

Preface:
In a time of unprecedented national debt caused by the Bush Tax cuts, this current law that sunsets 1/1/13 caused Congress to offset war-time inflation to voters by lowering taxes $500 billion every year, resulting in a $5 trillion dollar deficit by tax breaks given to voters during the Presidency of George Bush Jr. While many in Congress have made this a political issue, Congress passed these tax cuts every year, essentially with a Democrat-controlled Senate agreeing in 2006 to raise the debt ceiling to accommodate this very same tax policy and out-of-control spending by borrowing from banks to pay half of their portion of salary, from which the $500 billion tax cuts came.
Congress would then borrow $500 billion from the bank to pay themselves annually, resulting in $5 trillion in tax breaks, $5 trillion in Congressional salary payments that were not funded and the interest on that $5 trillion Congress also tacked onto the deficit to pay themselves while financing a tax gimmick that in a decade has cost nearly $17 trillion dollars. While Defense is the first priority of Constitutional spending, this is exactly what the retired Representative Ron Paul referred to, when chided Congress for ‘unfunded wars’.
The difficulty in ending this policy originally created to offset inflation and keep consumer spending high and state sales tax revenues up in order to finance over a decade of war, has been most readily hindered by the advancements of expensive drone technology, not ending the Afghanistan war as promised but delayed by the alliance with Afghanistan until 2014, coinciding with the current genocide occurring in Syria.
Essentially, the Bush Tax Cuts are no longer serving to offset the inflation that they were originally intended and designed to do:
For example, with the U.S. Postal Service, inflation is so high that the value of a dollar versus our current deficit including 10% for tithe means that the value of the dollar has been devalued to $.33.
Retirement pensions are not being funded properly, so the operational service hours may need to be changed, but the main issue is inflation and current postal service pricing. Considering the current rate of inflation, the U.S. Postal Service is losing $.12-$.15 per single letter postage stamp. This really adds up when most people have now adapted to the digital age, and they are sending less letters and business-related mail. Reforming this can easily help pay into funding current retirement pensions while examining how to reduce operational and benefit packages costs paid for by taxpayers that also need reform.
All post offices need to apply the following reforms to personnel and operations, beginning 1/1/13:
Personnel Reforms:
Health Insurance has recently become politicized and designated as a tax by the Supreme Court, so rather than restrict benefits on health plans or call for an increase on insurance rates, personnel should meet the following requirements to perform their job duties and be able to adapt to using equipment that prevents damage to the environment.
-All employees should be considered active, athletic, and able to walk up to 5-7 miles per day. This does not mean that employees should have to run a 5 min. military mile, but this does mean that they should be able to walk a 5-7mi. route on foot within an hour or so.
-All employees should weigh 185 lbs. - 200 lbs. for men and up to 175 lbs. for women. Otherwise, personnel are not doing their part to boost their immune system to prevent chronic disease and they are not fit to perform the job duties required of them. These employees are also considered high-risk health individuals who will not be suited to perform the changing duties required by the U.S. postal service of going back to delivering packages on foot.
-Employees are encouraged to review insurance coverage: basic health and dental should not run over $120 per month, and provider policies should be reviewed to cover retirees, help with life insurance plans, and pay into a pool for a policyholder that provides pension and health care in a dual program.
Possibly outsourcing health insurance to a federal reimbursement system for fair rates, so that there is assurance of retirement and health benefits.
-Any duplicate programs need to be eliminated, as well as an examination of social security paid in vs. social security sustenance vs. pension paid in and pension payouts. Asking for more than what has been paid in by either program is a form of fraud against the federal government and current pension provider.
Operational reforms:
-All post offices who are operating in a deficit must begin cutting costs by re-designing mail routes or requiring that part of the routes deliver the mail on foot. Sometimes this will be impractical, but protecting the environment and incorporating exercise and activity into the work day will substantially improve the health of employees and reduce carbon emissions. Heat from kinetic energy will be substantially reduced, a component we have seen in the 2011 700 tornado outburst, as well as super hurricanes Irene and Sandy.
-Post offices will need to examine postage rates in order to pay for retirement pensions. Raising all rates $.10 would greatly reduce the effect of inflation plaguing timely payment of pensions.
Congress will continue to rename postal offices, but to avoid across the board federal cuts, or block cuts so that we don’t have to resort to 4 days a week service, these reforms should be considered and implemented no later than 1/1/13 or cuts will be made.
Slated cuts for the Postal Service and Patent Umbrella could reach $200 billion shared between both.
Postal services fall under the 2nd priority of Constitutionally designated funding, and share the same umbrella as Patent Offices. This year, patent offices will face cuts as well, in conjunction with shared judicial funding and reduction of court cases over disputed products, which should rather be used instead on expanding innovation and products. Patents need to reform their activities to encourage job growth, not siphon dollars from the judiciary funding. The U.S. Postal service should be the same way: being just as reliable, friendly, and considerate of the environment.

reductions in drug use consequences over the course of five years, can be met but not with conventional medicine: as pharmaceuticals and counseling have limitations in success rates and side effects.
The abandonment of holistic medicine and natural therapies has shown up mostly in throwing money at these problems and failing to win the war on drugs: the National Drug Control Budget demonstrates commitment to these goals, requesting $25.6 billion to reduce drug use and its consequences in the United States. This represents an increase of $415.3 million (1.6%) over the FY 2012 enacted level of
$25.2 billion.
Criticism ranges from federally subsidized abuse of Medicare Part D, pharmaceuticals being legally dispensed for longer than 2 weeks without monitoring or medication being dispensed for longer than a 6 month treatment program, which all have promoted drug abuse at the expense of taxpayers, while feeding and subsidizing the drug war.
Failure to treat the root cause of drug addiction turns non-violent offenders into career felons, results in untimely death, with exponential losses of tax revenue and no reciprocity of revenue, while current federal drug laws violate constitutional rights by enabling the disease through prevalence of medication to further abuse not treatment, and by a failure to restore the individual and treating a legitimate illness as a felony criminal offense. Dopamine deficiency is diabetes of the brain. Therefore, because the law has not kept up with research, we have pumped federal dollars in the wrong hands to our detriment to not meet the above goals.
Part of this expense is to offset state costs of treatment, which should be remedied at state level-not funding BIG PHARMA. The increase in spending of 1.6% is therefore denied, and if current federal drug treatment programs do not incorporate exercise, diet, rest, activities, and natural therapies for treatment programs, funding is subject to be cut to ALL of the programs receiving funding from this budget. Each state is appropriated an average of $51 million to execute this budget according to current federal law. Rather than change existing federal law to legalization, most agree all kinds of drugs should not be legal, rather certain kinds legal, others regulated, and others tested, standardized, and taxed. Rather than let that guide this particular set of laws regarding local law enforcement’s budgets and federal law, we must cut funding because there is no perfect pill to fix every disorder and a health condition that has been criminalized by federal law.

The FY 2013 Budget proposes $9.2 billion in Federal funds for early intervention and treatment services for individuals with drug problems: this amount should be offset by a state package of Drug Reform laws. See the state of Georgia’s model: each state must pass a package of laws similar to Georgia’s, and they must spend their own state dollars to address these issues, not rely on federal funds for programs and services that have not reduced drug abuse and incarceration rates, while draining the Judiciary of federal dollars.
The recommendation is that $35 billion be cut from this budget at the federal level. Each state will have to cut reliance on federal dollars to about $3 billion average per state, to reach current budget requirements to contain spending to 2012 levels and prevent us from being driven over the fiscal cliff, as the demand for drugs is the fuel of the fire eating into the value of the dollar and overall budget.
Like the proposed 2013 postal reforms, law enforcement officers will have to go green for environmental considerations and recent climate disruption:

In a time of unprecedented national debt caused by the Bush Tax cuts, this current law that sunsets 1/1/13 caused Congress to offset war-time inflation to voters by lowering taxes $500 billion every year, resulting in a $5 trillion dollar deficit by tax breaks given to voters during the Presidency of George Bush Jr. While many in Congress have made this a political issue, Congress passed these tax cuts every year, essentially with a Democrat-controlled Senate agreeing in 2006 to raise the debt ceiling to accommodate this very same tax policy and out-of-control spending by borrowing from banks to pay half of their portion of salary, from which the $500 billion tax cuts came.
Congress would then borrow $500 billion from the bank to pay themselves annually, resulting in $5 trillion in tax breaks, $5 trillion in Congressional salary payments that were not funded and the interest on that $5 trillion Congress also tacked onto the deficit to pay themselves, while financing a tax gimmick that in a decade has cost nearly $17 trillion dollars.
While Defense is the first priority of Constitutional spending, this is exactly what the retired Representative Ron Paul referred to, when he chided Congress for ‘unfunded wars’.
The difficulty in ending this policy originally created to offset inflation and keep consumer spending high and state sales tax revenues up in order to finance over a decade of war, has been most readily hindered by the advancements of expensive drone technology, not ending the Afghanistan war as promised but delayed by the alliance with Afghanistan until 2014, coinciding with the current genocide occurring in Syria.
Essentially, the Bush Tax Cuts are no longer serving to offset the inflation that they were originally intended and designed to do:
Homeland Security is eating into a substantial part of the federal budget that should be funded at state level. We need to peel back the layers of government, to stop federal overlapping of programs to get out of debt, or we can not provide any services if the federal government shuts down over impasse.
For example, county budgets are running deficits because inflation is so high that the value of a dollar versus our current deficit (including 10% for tithe) means that the real value of the dollar today has been devalued to $.33.
Retirement pensions are not being funded properly, so hours may need to be changed, but the main issue is inflation and current local law enforcement practices. Considering the current rate of inflation, local law enforcement is losing the most money in arresting and prosecuting those for drug laws, rather than mitigating mandatory minimums to drug treatment, probation, and community service automatically. This really adds up when you consider the cost of training law enforcement and resources better spent on returning individuals to a status of taxpayers, rather than career criminals.
Reforming the disparity of law can easily help pay more into funding current retirement pensions while examining how to reduce operational costs of jails and vehicles, as relegated to violent offenders and true emergencies.
All local law enforcement offices need to apply the following reforms to personnel and operations, beginning 1/1/13:
Personnel Reforms:
Health Insurance has recently become politicized and designated as a tax by the Supreme Court, so rather than restrict benefits on health plans or call for an increase on insurance rates, personnel should meet the following requirements to perform their job duties and be able to adapt to using equipment that prevents damage to the environment or having local departments who have county deficits be relegated to foot patrol;
particularly in areas where there is a need of increased police presence, to contain and dismantle gang activity, and to bring down crime rates while truly serving communities, rather that leeching off of them.

-All employees should be considered active, athletic, and able to walk up to 5-7 miles per day. This does not mean that employees should have to run a 5 min. military mile, but this does mean that they should be able to walk a 5-7mi. route on foot within an hour or so.
-All employees should weigh 185 lbs. - 200 lbs. for men and up to 175 lbs. for women. Otherwise, personnel are not doing their part to boost their immune system to prevent chronic disease, and they are also not fit to perform the job duties required of them. This is particularly important, that law enforcement set the example. These employees are also considered high-risk health individuals who will not be suited to perform the changing duties required by local law enforcement personnel as being relegated to foot patrol units and community cleanup programs during the day time.
-Employees are encouraged to review insurance coverage: basic health and dental should not run over $120 per month, and provider policies should be reviewed to cover retirees, help with life insurance plans, and pay into a pool for a policyholder that provides pension and health care in a dual program.
Possibly outsourcing health insurance to a federal reimbursement system for fair rates, so that there is assurance of retirement and health benefits for law enforcement officers, not being continually subject to budget cuts and inflation.
-Any duplicate programs need to be eliminated, at local level, as well as an examination of social security paid in vs. social security sustenance, vs. pension paid in and pension payouts. Asking for more than what has been paid in by either program is a form of fraud against the federal government and current pension provider.
Operational reforms:
-All local law enforcement agencies and counties who are operating in a deficit must begin cutting costs by re-designating zones, patrol areas, and territories for being on the beat, which requires that part of the force be on foot within the community. Sometimes this will be impractical, but protecting the environment and incorporating exercise and activity into the work day will substantially improve the health of all employees and reduce carbon emissions. Heat from kinetic energy will be substantially reduced, with less police vehicles being used, a component we have seen in the 2011 700 tornado outburst, as well as super hurricanes Irene and Sandy. In fact, unless you are state patrol officers funded by Governor’s Offices’ budgets, the police force will be on foot and present in communities proportionate to monitoring traffic, unless conducting investigations. Hours can be determined by rotating duties to foot patrol 2-3 times a week, or as necessary to meet budget cuts.
-Law enforcement agencies and counties will need to examine their pay rates in regards to inflation and benefits for further consideration to meet budget cuts.
To avoid across the board federal cuts, or block cuts to state budgets, so that we don’t have to resort to cutting hours, these reforms should be considered and implemented no later than 1/1/13 or cuts will be made.
Slated cuts for the Judiciary umbrella are $50 billion, or $1 billion for each state on average.
The Judiciary falls under the 3rd umbrella of Constitutionally designated funding, wherein law enforcement is supposed to serve the courts, not harass, demean, and abuse constitutional rights of taxpaying citizens.
Law enforcement should be just as reliable, polite, and considerate of the environment as any other citizen should be.

The Purple Umbrella of Education of $400 billion is not there for the 2013 budget, nor is it there for Obamacare, but we are progressing to Education Reform to improve state standards and increase high school graduation rates to percentages over a decade ago, that have slipped to 50-75% over the past several years.
Security and food must be ensured first, with the state funding health care from sales tax revenue. Real health care reform must occur.

(in conjunction with public drug policy, judicial reform, drug courts, and various programs)
The demand for entitlement reform and the reliance on government, rather than the family being the governing unit of society, are related. Given that the economy has held a steady unemployment rate for three years, as current estimates indicate 42 million are currently in poverty under the Obama Administration and policies with a corresponding 25-30 million as unemployed holding only part-time or transitory jobs, families are lacking full-time employment to care for their families autonomously without government assistance. While there is a purpose for state agencies, I have spoken with and personally know many fathers disgusted with the current child support enforcement agencies in their respective communities. The government can not force society to care for children and the mother, when it is the father’s responsibility to feed his family.
Many men feel displaced by percentage of wage requirements with little or no guarantee of seeing their children once or twice a month. We must decrease the burden courts place on society, by requiring the father subsidize feeding the family that he has created. Child Support Enforcement, D.F.A.C.S., and the state/federal agencies overseeing food stamp distribution and apportionment must coordinate a plan wherein a man pays the state for food stamps apportioned to the family, though his taxes. If this requires an increase for men on state or federal taxes to offset his use, so be it, the I.R.S. can attain records and audit accordingly.
For example, each child should receive $25 per week/$100 per month per month, if a mother can not afford to feed herself or care for her children. By requiring a man to respond by supporting his responsibility through the courts and by applicable taxation, this restores a man’s income: this way, a man can provide for himself, feed his family, and he may be assured the state is overseeing that his money is spent feeding his family, for which he is working and paying taxes. The same thing can be done for children needing health care, wherein, the father pays the premiums. Other than than, there is not a responsibility that a man give more of his income to the government, than he would tithe.
He is not bound to provide a woman he does not live with half of his income, or to solely support a woman he does not live with by a standard of living that he can not even provide for himself!
Conversely, the government can get of the food and health insurance businesses, and the government must relegate other issues of child support other than food and health care as a civil court matter. The government must get out of the business of being a mediator in family problems; it is not society’s fault if every child does not have the latest iPhone or Wii! The government may also assess fines for child support, through detention and work release:
for 1 child/1yr. = $1,200 - $2,000
for 2 kids/1yr. = $2,400 - $4,000
(This figure may be amended by states, in consideration of standards of living percentage, as to the father’s responsibility, and this scale may be defined in order to provide reimbursement from state-to-state.)
The father’s responsibility would offset the Earned Income Credit tax break, by lawfully requiring men to pay their fair share into the system. The detention center reimburses the work release hours to the judiciary; wherein, the man has a hearing and his driver’s license is reinstated with an order sent from the judiciary, and meeting this responsibility through taxation pays back into the issuing food stamp program as Earned Income Credit is a tax credit that is paid for prior to yearly tax return. Only by hiring a lawyer to handle paperwork, may a man be released from incarceration to work, after the court agrees to the terms of withholding from his employer; i.e., garnishment for child support payments as written by the scale above. Our men are falling through the cracks, being sucked up into gangs, never reinstating their licenses or being honorable men in supporting their children, and this cycle repeats itself every 15yrs. or so. We must do more than talk about reform; as states, we must hold this as the standard for what we deem acceptable support and responsibility for children. We will begin to report men’s residences, activities, and associations to the courts and agencies without hesitation and without letting up, until the government does something about the problems...

John Boehner was re-elected to another two-year term as speaker of the House on Thursday,capping a turbulent period that saw the failure of his “Plan B” to avert the so-called fiscal cliff and open hostility from fellow Republicans over not holding a vote for Hurricane Sandy aid.The Ohio Republican received 220 votes, losing just a handful of votes from his party. House Democrats nominated Minority Leader Nancy Pelosi, who received 192 votes.
A visibly emotional Boehner used his post-election remarks to decry the rising national debt and said Congress must be “willing, truly willing, to make this problem right.”
“The American dream is in peril so long as its namesake is weighed down by this anchor of debt,” Boehner said.
House Majority Leader Eric Cantor (R-Va.) received three Republican votes. Republican Reps. Justin Amash (Mich.), Jim Jordan (Ohio) and Raul Labrador (Idaho) each received one vote. Rep. Jim Cooper (D-Tenn.) received two votes and Reps. John Dingell (D-Mich.) and John Lewis (D-Ga.) each received one.
The Constitution does not require the speaker to be a member of the House, which welcomed two votes for former Rep. Allen West (R-Fla.) from Reps. Paul Broun (R-Ga.) and Louie Gohmert (R-Texas) and even one vote for former Secretary of State Colin Powell.

Health Care Reform
All Americans should have access to quality, affordable health care. At a time of record unemployment and economic strain, policies that will increase competition and individual choice in the healthcare marketplace are essential to achieving greater efficiency and affordability for everyone. Individuals should be able to choose their doctor and their treatment plan.That is why I sponsored H.R. 1286, the Healthcare Fiscal Accountability Act of 2011 that would repeal future funding for the new healthcare reform law – the Patient Protection and Affordable Care Act (PPACA). PPACA mandates that everyone must purchase insurance or be subject to a fine or imprisonment. The United States General Accounting Office put out a report stating that the Internal Revenue Service will now enforce 47 provisions of PPACA. PPACA sets up a system that brings millions of people onto an entitlement system of healthcare through state exchanges. Minnesota’s Medicaid enrollment is expected to increase by 163,000 new enrollees. Many of these people were already covered under their own individual or group plans. PPACA capped Medicare payments and reduced money to Medicare by $716 billion to bring on all the additional healthcare enrollees. We need to offer real healthcare solutions for the uninsured and underinsured, not mandates and heavier tax burdens to pay for it.
Additionally, I support the expansion of Health Savings Accounts (HSAs) which currently allow Americans to save a limited amount of money for medical expenses tax-free. I advocate for the creation of Association Health Plans (AHPs), which would allow small businesses to band together through trade associations to purchase health insurance for their employees at a lower cost. I also support tort reform to limit frivolous lawsuits.
Why is this a jobless recovery with 25 million people out of work? It’s because of uncertainty about the Reconciliation Act of 2010:
PROPOSITION FOR A REPEAL BILL ________ TO REPLACE H.R. 4872:
While Obama is definitely right about the urgency to tackle health reform, (as costs are exorbitantly high and we have no program for the uninsured), if we do not create a program to cover the uninsured or reform health care, we will add another $3 trillion to the deficit! The cost of not reforming health care over the next decade will double, adding half of the current deficit, to the $13 trillion dollar deficit, and if we do nothing about it now, half of the deficit by 2020 is projected to be nothing but health care debt: created by 20 years of unwise Congressional spending and legislation, a whopping $20 trillion dollars in the red!
It is not enough to say to the Federal Reserve to print more money for a bailout when the cost of food and gas are inflated, and since we’re a global economy that enjoys fiat, meaning that the American dollar is the only currency that is backed by the government who can write own notes, and while this is a supreme position of financial power and financial and influence, this also makes us vulnerable to attack from other countries who covet our position and status. Essentially, if you control the value of the American dollar, by buying up gold, property, or investments backed by gold, you have the power to control the global economy, and depending on how much you have, it’s like using reigns on a horse. The more wealth you have, the more you control sectors of society, like strings of puppets. I have seen Obama depicted as Puppet Master, but the true Master of Money is the person who is the wealthiest in gold, American property, and investments. While it is true that Obama has written a lot of blank checks, in 2004 it was estimated that the government has 261,007,000,000 ounces of gold/$2,800 per ounce, so the gold value was $730,819,600,000 with $733,170,953,704 American dollars in circulation, which leaves $730,086,429,046,296, or about $730 trillion dollars in reserve.
If we were to sell off our gold to pay down the deficit, the United States is only then worth around $700 trillion dollars. With our current financial problems and people being unemployed, the government is not collecting any real tax revenue from 25 million people over the past 2-3yrs. Qualified unemployment recipients who receive $800 per month cost the government $20,000,000,000/$20 billion per month, and in one year $240,000,000,000,000/$240 billion, so for 3yrs. of unemployment that comes to an ungodly $720,000,000,000/$720 billion dollars, which by the end of this year will add $1 trillion to the deficit! The government can’t tax it’s own money, or make enough back off of taxes from unemployment checks, as it was a government pay-out to begin with! The government gives out close to $1 trillion and gets back only 1/10. The government is essentially loaning out money that was paid in by taxpayers, getting $100,000,000,000/$100 billion in revenue back for $1 trillion paid out.
Continuing this disastrous trend with unemployment will add to the deficit at nearly the same rate as the health care debt, which would put the projected deficit to then $25 trillion. Within the next 30-50 years, just with unemployment pay-outs and health care costs, the deficit will consume the entire value of gold that backs the U.S. dollar, and we’ll be penniless and gold-less, and we’ll have no capital to loan or be able to loan to other countries! Whoever buys our gold will essentially be buying our debt! Even if we used the tax revenue generated off of unemployment checks, that $100 billion, and bought gold with it, we would only add $35 million and some back, which won’t make but $142 million over the next 12 years to offset trillions of dollars spent on unemployment and health care!
So folks, this is where the rubber meets the road: health care has been so high that people have been having to choose between their health or having a roof over their head, a car to drive, and food in their stomachs. This is the main reason the I.R.S. disagrees with Obama’s wage control plan to levy the taxes to pay for health care, as even the I.R.S. knows that even if you took in more taxes to pay for a new health care program for the uninsured, Obama’s legislation fails to deal with the costs of MEDICARE/MEDICAID rising, along with private sector premiums and out-of-pocket costs, so the money it costs to treat the uninsured being used as tax write-offs for hospitals would only address one kink in the hose, like putting a band-aid on a gaping wound that really needs stitches: there are 25 million unemployed who may or may not return to work, but there are really 3 groups of people who make up the uninsured bracket of society. Illegals make up 12 million, 10 million Americans don’t have any insurance, and the other 25 million will get insurance at another job when they return to work or the ones who remain unemployed will be dropped from COBRA. Those who are insured now pay 8% higher premiums, as the hospitals charge insurance companies a percentage to offset the cost of operation for treating those not insured. Now with higher unemployment, insurance companies have jacked up their rates because of a lower pool for their policy.
The question is, why has universal care not worked for MA? MA is now carrying a deficit, against federal law, as universal care does not cover the cost of disability or address the costs of the aging population. MA’s premiums only went down $230 per year/per person, with much higher taxes, running a deficit, AND they STILL put disability appropriations on the chopping block, though that still didn’t stop their deficit or really improve care, lower premium costs substantially, or even offset medical costs to balance their budget. Universal care just shuffles federal money out around the state, and it fails to deal with the cost issues of elderly care or special needs. Which is why C.B.O. numbers are b.s.!
Keeping all of these things in mind of what we can’t keep doing and what has proven not to work, we can’t just do it Obama’s way to our country’s own undoing! America will meet her demise at Obama’s hand if we blindly follow him like sheep to the slaughter! We are to be wise as serpents, but harmless as doves, and while we’ve got to reform health care and do it N-O-W, even tort reform won’t stop this health care abyss!
As a lobbyist in GA in over the past 8 months, I have conferred with Republicans to give approval to fund H.R. 3200, H.R. 3400, H.R. 1200 (striking the mandate clause), and H.R. 3962 with much revision. I addressed committee members to agree to compromise with health care reform, and I garnered Republican concession to accept passage of 3 Democrats’ bills to their 1 bill, with the condition that H.R. 3590 be tabled until it could be revised to address cost issues effectively. The bill was so bad, it was written by Rangel, and it was determined in committee to be a conflict of interest, and I actually believe that Obama was so jealous that I prompted legislators to support this compromise, that it trumped anything he’d ever done in 10yrs. voting present in the Senate, so he refused to have Pelosi support convening on H.R. 3590, which would’ve gotten the bill thrown out entirely over ethical challenge, and he took it upon himself to write another version of it, H.R. 4872/the Recon. Act of 2010, and they used deem and pass to usurp the will of the American people, as the majority of Americans rejected it, as the majority of Americans rejected insurance mandating, federal funding of abortion, cutting $500 billion from from MEDICARE, and funding Thomson prison to house terrorists with pharmaceutical contracts for generic pills to medicate everyone into compliance, (to get them hooked on pills so they need an insurance contract!) I suggest you read the legislation for yourself, and all you have to do is read the first 150 pgs. of H.R. 4872 to see how the health care law is interpreted and will be applied in conjunction with the other bills, which sucks!
We must repeal H.R. 4872 for those reasons listed above, as those are legitimate concerns that revoke Obama’s promise of insuring the uninsured. None of that legislation pays for itself... where is the money coming from --- a $13 trillion dollar deficit?! Cutting $500 billion from MEDICARE will only make MEDICARE costs skyrocket and appropriate $500 billion divided by 47 million uninsured is like the government paying one $10 copay for a general doctor visit, and that’s it! Plus if abortion funding is not struck, that will cost $3 billion or more per year! I worked on revising this health care legislation for 3 months straight, so much so, I felt my legs were shackled to my parents’ computer desk. I would spend up to 18 hours a day some days on the computer, reading bills over 2,000 pages long, making revisions, and then taking an hour to email the entire Senate and an entire day to email the House of Representatives. I made a promise to investors to protect the stock market from this legislation, I promised business owners who were still left that taxes wouldn’t close down their business in this unprofitable economy, and I promised Obama I would turn over every abortion clinic for misappropriation if an amendment was not passed.
While I became certain we could not reform health care Obama’s way and that the law needs to be repealed before it becomes budgetary law before August 9th, 2010, I see that neither the Dems or Repubs know how to fix the problems that they’ve created and failed to govern judiciously, both sides offering inadequate solutions, with Dems offering the most undesirable solution that they’re forcing everyone to do, though their reckless spending and tripling the deficit in less than 2yrs. has increased the desperation that has made health care reform a 9-1-1 emergency! It’s weird: instead of doing their jobs to govern wisely, they’ve spent all of our tax dollars and then used that as the very reason to tax us more and pass more legislation that will tax us to death! Obama gave out a lot of money, but he didn’t tell you he’d try to recoup it with 4 new taxes on the middle class!
I was sure that repealing the bill would prevent further economic disaster, and selling insurance across state lines would help everyone, but no one had a vision of what the future American health care should look like, until I read “Why Our Health Matters” by Andrew Weil, M.D. In this book, Weil establishes medical standards that come from years of experience in conventional and non-conventional medicine, and a blue print for a system that will work in favor of the health of our nation, with health equaling wealth! It also gives a structural delegation of duties that will accomplish what Obama’s czar disciples can’t do, as a small group overseeing the entire state of the American public health. While Weil’s book was loaded with reliable facts, figures, history, and even structural system reform, it still did not tell how to measurably bring cost down or how to implement technology for our benefit to be cost effective. However, this book inspired me to discuss it with my peers, and while some are still holding out hope for Social Security, I have my own legislation to bring to the table. It’s very simple, I wrote it on half a sheet of paper with a marker, but I guarantee that it’s better than anything Obama, Congress, or the I.R.S. thought of to rectify cost issues. The C.B.O. can estimate that costs may go down some, but the C.B.O. can’t tell us how to get there or how to walk it out; however, I can.
I , Aja Brooks, would like to introduce a bill _______ for a National Health Insurance Plan, outsourced to __________. The purpose of this bill is to provide insurance for the uninsured, in the event their state has no program in their budget, or if they can’t attain MEDICAID or have been rejected by other private sector insurance companies. Monthly insurance premiums will be federally subsidized, as optional health coverage available through selecting an additional withholding on your W-4/corresponding tax forms. A National Health Advisory Council will be in charge of overseeing this program, who will interact with State Insurance Commissioners and ____________ outsourced insurance company. The National Health Advisory Council will not be a government position; doctors will submit a recommendation to a Senate committee nominating 10 most qualified doctors or influential health professionals from their field. The 10 most nominated will be the council. The Council will establish a Constitution to uphold the Hippocratic Oath and establish its own rules for terms of service and rules of operation.
The I.R.S. expansion will remain the same as in H.R. 4872, but the I.R.S. will have 3 new departments: wage division, premium division, and records division. The I.R.S. will do what it does best, collecting and recording accurate monetary and related information, and they will do do so by using the taxpayer ID# as a person’s National Health Insurance number. This way, the I.R.S. will be able to easily assess and collect information having to review and substantiate gazillions of 1099 forms, and without having to harass or hunt people down, the I.R.S. would be the only entity to have access to private medical data through use of the Tax ID number, which will track and compile medical data as soon as we add it for hospitals to submit it for billing/tax purposes.
The I.R.S. will analyze all Tax ID claims, those who have opted-in to National Health Insurance, and track the costs to those under other insurance, and also track the costs of those who refuse health insurance and compile it for an annual report for Congress. Congress could then accurately assess medical costs, with the I.R.S. curtailing fraud, and simplify billing for hospitals for those who can’t pay their bills. The computer system will work for Tax ID number only, to eradicate those who don’t pay taxes/to clearly count taxpayers’ contributions, in order to address illegal immigration as a separate cost issue that amnesty would not rectify. Billing pages will say NO TAX ID NUMBER/employer address for those who are illegal or employer tax ID#.
The I.R.S. and government can’t oversee every minute financial transaction to ensure taxes are being properly reported and not misrepresented, but they can more fairly tax, properly appropriate, and identify fraud easier with improved and accurate TAX-ID data based info. That way, it would be easier to extend tax cuts or credits to those who have large medical bills, and give a stimulus check to those who stay in good health and aren’t abusing their body or the system.
Funding for the new I.R.S. data base Tax ID# health information will cost_________. All health care providers must participate or license to practice will be revoked. Records must be submitted when patient information is taken in for admission or appointment.
Those who receive Social Security checks or unemployment checks have the option to opt-in on their forms by asking for additional withholding. This bill extends coverage to those under-insured, most of the uninsured who receive government checks, and those who are unemployed will be added to their yearly federal income taxes/that will be offset when they become employed and file their W-4 over again.
This bill excludes illegal immigrants, for the National Health Insurance Plan, as they do not possess a TAX ID number unless they are claimed as a dependent under an optional employer withholding for workman’s compensation insurance only, once we can accurately assess medical costs by TAX ID #, then we can effectively determine the costs and amount of medical services used by illegals, as to levy a tax of 3%, or require an ID card where they must pay 10% sales tax. The I.R.S. and ICE will partner to manage those claims filed that have the listing as NO TAX ID NUMBER, and the I.R.S. will determine legal work status and recommend deportation if necessary. If an illegal needs care, they must put their employer’s TAX ID NUMBER on the claim, so that withholding can be investigated by the I.R.S., and if they do not work, the spouse or head of household must disclose the employer’s TAX ID#.
While this bill is just a simple readjustment of how we do things, it may be amended or modified to fit legislative language and action as appropriate.

Health Care Reform Act of 2012: Standardization of Procedural and Medical Care Related Costs

Purpose: This concerns the exploitation of health care costs by health insurance companies for profit, companies who are dictating the cost of care that hospitals must charge patients. This legislation is piloting standards for Medicare and Medicaid costs, to prevent the government from being overcharged for services that taxpayers fund for the general welfare. Costs that could better be served creating a program to cover those that are uninsured at state levels, which did not occur with any of the legislation passed under Obama health reform.
While a legitimate funding mechanism was proposed for health care for the uninsured, in order to maintain the solvency and guarantee of retirement for aging Americans through Social Security Reforms proposed August of 2010 as repeal legislation:

With that said, the Tea Party supports the Republican initiatives to adhere to this budget, budget balancing, with consideration and concession of government spending in accordance to Constitutional priorities. Diplomacy spending on food stamps has increased 100% since Obama took office, which has further compounded the amount of time left to reverse this deficit and prevent government shutdown, little time to reform federal programs past their sunset that are bloated for their inefficiency with their strain on the overall budget. This all equals less money is actually making it to the poor and those needing health care; hence the stark example being no one has health insurance that is uninsured despite passage of this Obamacare package legislation.
REQUIREMENTS OF HOSPITAL AND INSURANCE REFORMS:

FOR CONSUMERS TO REPORT SUSPECTED GOUGING AND FRAUD OF GOVERNMENT TAX DOLLARS:
1) REQUESTED AN ITEMIZED BILL: I received a list of shorthand descriptions of services that I couldn’t understand. For example: a $403.68 charge for “IV SUPPLIES”. What were the IV Supplies? The needle? The tubing? The gauze? The piece of tape that kept it all in place on my arm? I called to find out. I was referred to three people, but nobody in the hospital billing department could tell me.
2) DETERMINED FINANCIAL RESPONSIBILITY OF MY INSURANCE COMPANY: Blue Cross assured me that they paid out their maximum reimbursement amounts to the hospital for the services I received, and would not be paying any more. They sent me an Explanation Of Benefits form (EOB) and went over it with me to my satisfaction. They said that they were able to negotiate a lower rate with the hospital on my behalf, and covered costs that exceeded my deductable. They suggested that I contact the hospital to see if they would lower my costs, since the hospital determines their own charges.
3) FOUND A PATIENT ADVOCATE: I went online to find people who have gone through this before and discovered a number of Patient Advocacy groups. A couple of them are: Hospital Victims.org (http://www.hospitalvictims.org/) and The Southwest Medical Review and Recovery. (http://www.southwestmedreview.com/) Southwest Medical Review has over 20 years of hospital billing experience under their belt, and left the industry when they realized that they could help people with their knowledge of billing systems. I found them to be very patient and extraordinarily knowledgeable.
4) REVIEWED BILL FOR CORRECT CODING: I sent my itemized bill to my patient advocate for review. A billing code is assigned to each item being charged. This is what is read by the insurance companies to determine how much the hospital will be paid. I learned that up to 90% of all hospital bills are coded incorrectly. My patient advocate told me that there is supposed to be transparency in the billing system – and that there are definitive coding guidelines that apply to each hospital. However, this hospital administers their own coding system – making it impossible to determine exactly what is being charged. Despite this, my patient advocate was able to figure out three incorrect codes in my bill, resulting in over $300 of erroneous charges. They forwarded me the proper verbiage from the most recent coding manual. I went back to the billing department at the hospital and had them amend my bill. The billing specialist apologized for her oversight and resubmitted my bill with the proper coding. I can only wonder how many more codes were erroneous, had they been using a transparent billing system.
5) REQUESTED ALL BILLING AND DOCTOR RECORDS FROM HOSPITAL – PARTICULARLY THE UB-04 FORM: It is the patient’s right, under the Health Insurance Portability and Accountability Act, (HIPAA) to receive a copy of all medical and billing records from the hospital. The UB-04 form is used to determine the cost of services. The billing department at the hospital first told me that they would look into releasing my UB-04 form. After repeated requests, I was told that it was not their policy to release this form to the patient. This is typical. Know your rights as a patient. Every hospital has a HIPAA officer on the premises. I called theirs. She said she would look into it for me. I didn’t hear back. She didn’t return my messages. I then contacted the California Office of HIPPA Implementation. They agreed to contact the HIPPA officer at the hospital. A day later, the HIPPA officer called me to get my address and let me know that my UB-04 form was being sent to me. Release of my U-04 form took me a full year.
· The sections of the HIPAA legislation that the state officer referred to were two federal 45 CFR codes: The Designated Record set was under code 164.501 and the Right of Access was 164.524 (a)(1)
6) DESPITE REMAINING IN GOOD STANDING WITH THE HOSPITAL, I WAS SENT TO COLLECTIONS: I kept meticulously close contact with the billing department, who insured me that I was in good standing with them. Every month, when I received a new bill, I called them and assured them that I wanted to settle the balance, and that I was investigating charges that were in question. Each month, I told them that is was my priority to remain in good standing with them. I even paid them $50 in good faith. But when I went out of town, and didn’t get my mail for a week, I was sent to collections. This was also during the time that I was being told that they were “looking into sending out” my UB-04 form. My challenge here was to keep the perspective that it wasn’t personal. Even though I was on a first name basis with many people in the billing department at that point, the overall billing system didn’t know or care about who I was. I needed to be reminded of this – because I was assured that I was kept in good standing with them.
7) KEPT COLLECTIONS DEPARTMENT FROM PURSUING FURTHER PAYMENT: Diligent effort through close communication and refusal to pay any overcharges for my services kept them at bay. I assured them that I would keep them posted to each and every new bit of information that I received – and kept them in the loop every step of the way. I kept telling them that it was my utmost interest to settle the bill – but that I would only be paying fair and reasonable charges, as determined by industry standards.
8) DETERMINED THE COST OF SERVICES: With the codes on the UB-04 form, my patient advocate taught me how to figure out the cost of services. There is an industry standard for determining cost of services. It is simply what Medicare would reimburse for each line item. The reason why they use Medicare as the guideline is because Medicare reimburses between 92 cents and $1.12 on the dollar. So, for example, if Medicare would reimburse a hospital $1.00 for a box of tissues, it is understood that the cost of the box of tissues is between 92 cents and $1.12. My patient advocate and I went over, code by code, the line items on my UB-04 form. They showed me how to track down, on the internet, the reimbursement amount for each charge. Remember the $403.68 charge for “IV SUPPLIES” on my itemized bill? Well, it turns out that Medicare doesn’t reimburse that cost code – those supplies are not billable. Those supplies are included in numerous other services – like the cost for the antibiotic, the cost for administering the IV, etc. After the reimbursement for each line item was determined on my UB-04 form, I had a total – as calculated by industry standards. The total cost of services being billed to me for my emergency room visit came to a little less than $400!
9) CALCULATED FAIR AND REASONABLE CHARGES: There is an industry standard for calculating fair and reasonable charges. Fair and reasonable charges ensures the hospital receive a profit on their cost. Here is the formula: The amount that Medicare would reimburse the hospital + 25% to 50%. So, in my case, we know that the cost of services were – and we’ll round it up - $400. Add to that, 50%, which is $200 - and the industry standard, for fair and reasonable charges for the services that I received, was $600.
10) OFFERED A SETTLEMENT: Between what my insurance company and I had paid, the hospital had already received $905 at this point – already recouping a 125% profit – as determined by industry standards. I went back to the hospital and insisted that I settle with them, not the collections agency. They complied. I chose to offer an additional 100% profit, giving them a 225% profit on cost of services, to ensure that the hospital does well. They denied it. Instead, they offered me an application for financial assistance.
The silver lining is that I somehow qualified for an 80% discount on my bill. They offered me a settlement of $348. I took it. This does not get them off the hook for their enormous over charges, but it does allow me to settle with them what I considered to be fair and reasonable.
“We can charge anything we want”, I was told by Crystal Crowe, Financial Supervisor at the hospital. Cedars-Sinai Medical Center netted in excess of 190 million dollars in 2007 - which I applaud. I feel secure knowing that there is a reputable, well funded hospital nearby. I just want to pay fair and reasonable charges for the services I receive from them.
I know that there is much talk of overhauling the health care system – but until it is changed, this is what we have to encounter. Here’s hoping that this information can help other people navigating through the existing system.

White House Continues Its War On Women

The White House’s Flickr account recently released a photo of President Barack Obama and his top advisers. The complete absence of women in the image is another reminder that females are underrepresented in Obama’s staff.
Additionally, the president still pays his female employees significantly less than their male counterparts.

President Barack Obama called a conscience clause for military chaplains in the National Defense Authorization Act “unnecessary and ill-advised.”
The NDAA provision ordered that no member of the armed forces may require a chaplain to perform a rite or ceremony that violates the chaplain’s beliefs, and that chaplains may not be disciplined for refusing to perform such a ceremony.
The provision, which was introduced by now-former Missouri Rep. Todd Akin, was a response to Obama’s 2011 repeal of the “don’t ask, don’t tell” policy.
Religious liberty advocates and chaplains worried that they may be required to violate their consciences by administering sacraments or officiating marriage ceremonies to gay service members, which would be contrary to some religious traditions, including those of the Catholic Church.
“The Armed Forces shall accommodate the beliefs of a member of the armed forces reflecting the conscience, moral principles, or religious beliefs of the member and, in so far as practicable, may not use such beliefs as the basis of any adverse personnel action, discrimination, or denial of promotion, schooling, training, or assignment,” the bill read.
But Obama, who declared his personal support for gay marriage last year, said the bill’s concerns are unfounded.
“The military already appropriately protects the freedom of conscience of chaplains and service members,” Obama wrote Jan. 2 in announcing his signing of the bill. “The secretary of defense will ensure that the implementing regulations do not permit or condone discriminatory actions that compromise good order and discipline or otherwise violate military codes of conduct.”
Obama signed the NDAA Jan. 2 in Hawaii after it passed the Senate Dec. 21, saying that although he did not agree with each provision in the 680-page bill, “the need to renew critical defense authorities and funding was too great to ignore.”
He also promised his allies that the bill — now law — will not hinder the repeal of the “don’t ask, don’t tell” policy. (RELATED: Obama denounced ‘signing statements’ under Bush, now uses them as president)
“My administration remains fully committed to continuing the successful implementation of the repeal of don’t ask, don’t tell, and to protecting the rights of gay and lesbian service members,” Obama wrote in a statement. “Section 533 will not alter that.”
Religious liberty advocates remained wary of Obama’s interpretation of the law.
“Chaplains should be able to stand by their faith traditions and honor their commitment to God’s Word. That’s a freedom that Congress sought to protect, and the president is not at liberty to disregard the law,” said Col. Ron Crews, a retired Army chaplain and executive director of the Chaplain Alliance for Religious Liberty.
“Every member of our armed forces should be able to serve without surrendering their beliefs,” Crews said in a statement
An earlier version of the NDAA had banned same-sex marriage ceremonies on U.S. military property

A White House policy statement in May 2012 strongly objected to that provision, and listed it as one of the reasons Obama’s seniors advisers would recommend that he veto the bill.That section that banned gay marriage ceremonies was ultimately removed from the final bill, and the Pentagon issued a ruling in September 2012 allowing military chaplains to perform same-sex unions, on or off a military installation.
Chaplains who have moral objections are now exempt under that rule. The NDAA means that the conscience clause has the backing of law.

Looking back over the last four years, it is now obvious that the greatest symbolic moment of President Barack Obama's first term was the very first moment.
That is when Obama placed his left hand on Abraham Lincoln's Bible, raised his right hand, and followed the lead of Chief Justice John Roberts in attempting to recite the oath that all American presidents must take, swearing to preserve, protect and defend the Constitution of the United States.
Obama and Roberts mangled the oath, a poignant precursor of their subsequent exertions to mangle the Constitution itself.
The Constitution says: "Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation: -- 'I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States.'"
After Roberts and Obama failed to recite these words correctly -- as more than a million watched from the National Mall -- Obama decided to take the oath a second time, on Jan. 21, 2009, in front of a few reporters in the White House Map Room.
"We believe that the oath of office was administered effectively and that the president was sworn in appropriately yesterday," White House Counsel Greg Craig said in an explanatory statement. "But the oath appears in the Constitution itself. And out of an abundance of caution, because there was one word out of sequence, Chief Justice Roberts administered the oath a second time."
But if Obama's second oath-taking was essentially a symbolic gesture, it lacked the most powerful element of his first oath-taking: This time he did not use a Bible.

An Egyptian magazine claims that six American Islamist activists who work with the Obama administration are Muslim Brotherhood operatives who enjoy strong influence over U.S. policy.
The Dec. 22 story published in Egypt’s Rose El-Youssef magazine (read an IPT translation here) suggests the six turned the White House “from a position hostile to Islamic groups and organizations in the world to the largest and most important supporter of the Muslim Brotherhood.”
The story is largely unsourced, but its publication is considered significant in raising the issue to Egyptian readers.
The six named people include: Arif Alikhan, assistant secretary of Homeland Security for policy development; Mohammed Elibiary, a member of the Homeland Security Advisory Council; Rashad Hussain, the U.S. special envoy to the Organization of the Islamic Conference; Salam al-Marayati, co-founder of the Muslim Public Affairs Council (MPAC); Imam Mohamed Magid, president of the Islamic Society of North America (ISNA); and Eboo Patel, a member of President Obama’s Advisory Council on Faith-Based Neighborhood Partnerships.
Alikhan is a founder of the World Islamic Organization, which the magazine identifies as a Brotherhood “subsidiary.” It suggests that Alikhan was responsible for the “file of Islamic states” in the White House and that he provides the direct link between the Obama administration and the Arab Spring revolutions of 2011.
Elibiary, who has endorsed the ideas of radical Muslim Brotherhood luminary Sayyid Qutb, may have leaked secret materials contained in Department of Homeland Security databases, according to the magazine. He, however, denies having any connection with the Brotherhood.
Elibiary also played a role in defining the Obama administration’s counterterrorism strategy, and the magazine asserts that Elibiary wrote the speech Obama gave when he told former Egyptian President Hosni Mubarak to leave power but offers no source or evidence for the claim.Stop Funding Egypt, Defend Israel

President Barack Obama continued his use of presidential signing statements Wednesday, expressing regret about parts of the National Defense Authorization Act (NDAA) as he signed it into law.
“I have approved this annual defense authorization legislation, as I have in previous years, because it authorizes essential support for service members and their families, renews vital national security programs, and helps ensure that the United States will continue to have the strongest military in the world,” Obama wrote.
“Even though I support the vast majority of the provisions contained in this Act, which is comprised of hundreds of sections spanning more than 680 pages of text, I do not agree with them all,” the president continued. “Though I continue to oppose certain sections of the Act, the need to renew critical defense authorities and funding was too great to ignore.”
While a candidate in 2008, Obama frequently criticized President George W. Bush for issuing such statements, calling them an unconstitutional “end-run” around Congress.

The White House has refused repeated attempts by journalists to produce pictures of President Obama and his team in the White House Situation Room during the 9-11 Benghazi terrorist attacks [3:30pm to 11:00pm Eastern Time].
Personally, after researching the official reports minute by minute, and comparing them to the media released statements, I believe the Situation Room was empty.
Yesterday the White House released this picture taken on 9-11-12. It was included in a White House FLICKR Album “The Year In Pictures“. You Decide:
A couple of notes: It’s twilight outside, so this is close to sunset on September 11th. The vehicles are noted through the window and you can tell it is twilight. Sunset Was 7:22pm, with end of civil twilight at 7:49pm on Sept 11th 2012. The metadata embed shows the picture was taken at 7:26pm.
So this picture was taken four hours after the fire-fight started, and they are NOT in the “situation room”. We know the video & audio feed from the Benghazi faux-State Dept. Consulate was live; So, simultaneous to this photograph it was 1:26am Benghazi Time. That is the exact time (01:30am) the rescue team of Navy SEAL’s Tyrone Woods and Glen Doherty arrived back in the CIA annex with the body of Sean Smith.
The first Reuters report did not hit the media until 00:30am on Sept. 12th, and was not reported on TV until approx 00:45 eastern (6:45am Benghazi) as a “breaking story”.

The case of Marc Turi, the American arms merchant who had sought to provide weapons to Libya, demonstrates other challenges the United States faced in dealing with Libya. A dealer who lives in both Arizona and Abu Dhabi in the United Arab Emirates, Mr. Turi sells small arms to buyers in the Middle East and Africa, relying primarily on suppliers of Russian-designed weapons in Eastern Europe.
In March 2011, just as the Libyan civil war was intensifying, Mr. Turi realized that Libya could be a lucrative new market, and applied to the State Department for a license to provide weapons to the rebels there, according to e-mails and other documents he has provided.
He also e-mailed with J. Christopher Stevens, then the special representative to the Libyan rebel alliance. The diplomat said he would “share” Mr. Turi’s proposal with colleagues in Washington, according to e-mails provided by Mr. Turi. Mr. Stevens, who became the United States ambassador to Libya, was one of the four Americans killed in the Benghazi attack on Sept. 11.
Mr. Turi’s application for a license was rejected in late March 2011. Undeterred, he applied again, this time stating only that he planned to ship arms worth more than $200 million to Qatar. In May 2011, his application was approved. Mr. Turi, in an interview, said that his intent was to get weapons to Qatar and that what “the U.S. government and Qatar allowed from there was between them. “
Two months later, though, his home near Phoenix was raided by agents from the Department of Homeland Security. Administration officials say he remains under investigation in connection with his arms dealings. The Justice Department would not comment.
Mr. Turi said he believed that United States officials had shut down his proposed arms pipeline because he was getting in the way of the Obama administration’s dealings with Qatar. The Qataris, he complained, imposed no controls on who got the weapons. “They just handed them out like candy,” he said.

(Reuters) - Three U.S. senators, including the chair of the Senate Intelligence Committee, have stepped up their pressure on the CIA over its response to "Zero Dark Thirty," a new film about the hunt for Osama bin Laden.
In a letter sent to the CIA and released on Thursday, Dianne Feinstein, the head of the Intelligence Committee, Armed Services Committee Chairman Carl Levin and Senator John McCain asked the agency for evidence that "enhanced interrogation techniques" produced information that helped U.S. authorities locate and kill the al Qaeda leader in May 2011.
The letter is the latest broadside in a renewed political fight over enhanced interrogation techniques, which some equate with torture, touched off by the nationwide premiere of "Zero Dark Thirty" on January 11.
The movie depicts a detainee being subjected to harsh interrogation techniques, which President George W. Bush's administration later abandoned, and suggests they played a role in finding bin Laden, who was behind the September 11, 2001, attacks on the United States.
Last month, in response to an earlier letter from the senators, acting CIA director Michael Morell said in a statement that some of the information that led agency analysts to conclude that bin Laden was hiding in Abbottabad, Pakistan, "came from detainees subjected to enhanced techniques but there were many other sources as well."
In their latest letter, sent on Monday, the lawmakers said that an Intelligence Committee review of the CIA's post-September 11 interrogation and detention program determined that an agency detainee who provided the most accurate information about a courier who led the CIA to bin Laden "provided the information prior to being subjected to coercive interrogation techniques."
A lengthy report on the investigation, which the committee approved last month in a mostly party-line vote, remains highly classified.
Feinstein, Levin and McCain requested the CIA produce evidence to back up Morell's assertion that useful information related to the hunt for bin Laden came from detainees subjected to harsh techniques, and whether it was obtained before, during or after enhanced interrogations.
The senators' release of the letter came a day after Reuters reported that Feinstein's committee was reviewing CIA records about the agency's interactions with "Zero Dark Thirty" filmmakers Kathryn Bigelow and Mark Boal to see if the spy agency gave them "inappropriate" access to secret material.
The committee also will investigate whether CIA personnel are responsible for the film's portrayal of harsh interrogation practices and the implication that they were effective, a person familiar with the matter said.
Asked for comment on the senators' latest request, CIA spokesman John Tomczyk said: "As we've said before, we take very seriously our responsibility to keep our oversight committees informed and value our relationship with Congress."

According to the FBI annual crime statistics, the number of murders committed annually with hammers and clubs far outnumbers the number of murders committed with a rifle.
This is an interesting fact, particularly amid the Democrats' feverish push to ban many different rifles, ostensibly to keep us safe of course.However, it appears the zeal of Sens. like Dianne Feinstein (D-CA) and Joe Manchin (D-WV) is misdirected. For in looking at the FBI numbers from 2005 to 2011, the number of murders by hammers and clubs consistently exceeds the number of murders committed with a rifle.
Think about it: In 2005, the number of murders committed with a rifle was 445, while the number of murders committed with hammers and clubs was 605. In 2006, the number of murders committed with a rifle was 438, while the number of murders committed with hammers and clubs was 618.
And so the list goes, with the actual numbers changing somewhat from year to year, yet the fact that more people are killed with blunt objects each year remains constant.
For example, in 2011, there was 323 murders committed with a rifle but 496 murders committed with hammers and clubs.
While the FBI makes is clear that some of the "murder by rifle" numbers could be adjusted up slightly, when you take into account murders with non-categorized types of guns, it does not change the fact that their annual reports consistently show more lives are taken each year with these blunt objects than are taken with Feinstein's dreaded rifle.
Another interesting fact: According to the FBI, nearly twice as many people are killed by hands and fists each year than are killed by murderers who use rifles.
The bottom line: A rifle ban is as illogical as it is unconstitutional. We face far greater danger from individuals armed with carpenters' tools and a caveman's stick.
And it seems fairly obvious that if more people had a gun, less people would be inclined to try to hit them in the head with a hammer.

ISLAMABAD (AP) — An American drone strike in Pakistan has killed a top Taliban commander who sent money and fighters to battle the U.S. in Afghanistan but had a truce with the Pakistani military, officials said Thursday.
While the death of Maulvi Nazir was likely to be seen in Washington as affirmation of the necessity of the controversial U.S. drone program, it could cause more friction in already tense relations with Pakistan because Nazir did not focus on Pakistani targets.
Nazir was killed when two missiles slammed into a house in a village in South Waziristan while he was meeting with supporters and fellow commanders. Eight other people were killed, according to five Pakistani security officials, speaking on condition of anonymity because they were not authorized to talk to the media.
A U.S. official confirmed the death of Nazir, along with an unspecified number of "trusted deputies."
Nazir and those killed were "directly involved in planning and executing cross-border attacks on coalition forces in Afghanistan, as well as providing protection for al-Qaida fighters in South Waziristan," said the official, who spoke on condition of anonymity because he was not authorized to describe casualties resulting from CIA counterterrorism actions.
Earlier, Pentagon spokesman George Little described Nazir as "someone who has a great deal of blood on his hands."
At least four people were killed in a separate drone strike Thursday in the North Waziristan tribal region.
America's use of drones against militants in Pakistan has increased substantially under President Barack Obama, and the program killed a number of top militants in the past year.
But the drone strikes infuriate many Pakistanis who see them as a violation of their country's sovereignty. Many Pakistanis complain that innocent civilians have also been killed, something the U.S. rejects.
A Pakistani official said while his government continues to object to the drone strikes, it does not object to removing Nazir from the battlefield, because despite his reported cooperation with the Pakistani government, he was suspected to have aided groups who attack Pakistani troops. The official spoke on condition of anonymity because he was not authorized to speak publicly.
The official said a U.S.-Pakistani working group seeking to craft a drone policy acceptable to Pakistan has made little progress, but that intelligence cooperation with the U.S. military and CIA had been improving, warming further after December's high-level bilateral meeting of defense and intelligence officials in Peshawar cleared the way to release a long-delayed payment of $688 million in U.S. funds to the Pakistan military. The money is part of a regular program to reimburse some of Pakistan's financial outlays in fighting militants and patrolling the Afghan border.
The official said the U.S. had also shared some intelligence leading to successful operations against Pakistani terrorist targets, but the surveillance and raids against such targets are now done only by Pakistani security and intelligence operatives. The official said there has been no return to the joint Pakistani-CIA raids that took place before last year's deadly border incident in which the U.S. fired on Pakistani troops, a controversial shooting of two Pakistanis by a CIA contractor, and the Navy SEAL raid that killed Osama bin Laden in Abbottabad.
Nazir earned the enmity of the U.S. by sending fighters to attack American forces in neighboring Afghanistan. He's also believed to have given shelter to al-Qaida members fleeing Afghanistan after the U.S. invasion and has maintained close relations with Arab members of the militant group.
But in Pakistan, many members of the military had a more favorable view of Nazir and similar militant chiefs who focus their attacks in Afghanistan and don't strike Pakistani targets. Pakistan is believed to have reached a nonaggression pact with Nazir ahead of its 2009 military operation against militants in South Waziristan.
Still, Nazir outraged many Pakistanis in June when he announced that he would not allow any polio vaccinations in territory under his control until the U.S. stops drone attacks in the region.
Pakistan is one of three countries where polio is still endemic. Nine workers helping in anti-polio vaccination campaigns were killed last month, and the killings this week of five female teachers and two aid workers may also have been linked to the immunization campaigns.
As many as 10,000 people attended Nazir's funeral in the town of Angoor Adda, where the strike happened. One resident who was there, Ahmed Yar, said Nazir's body was badly burned and his face was unrecognizable.
Reports of individual deaths in such cases are often difficult to verify independently.
Nazir was active in many parts of Afghanistan and had close ties with the Afghan Taliban, said Mansur Mahsud, the head of the Islamabad-based FATA Research Centre, which studies the tribal regions.
"His death is a great blow to the Afghan Taliban," he said.
The Taliban is a widely diverse group. The Afghan Taliban is made up mostly of Afghans who fight against U.S. and NATO troops.
Within Pakistan, it's a bit more complex. The Tehrik-e-Taliban is an umbrella group consisting of militants who have been fighting for the overthrow of the Pakistani government because they believe it's too closely allied with the U.S. They would like to install a hard-line Islamist government and have been behind much of the violence tearing apart Pakistan in recent years.
Nazir and another senior Taliban commander, Hafiz Gul Bahadur, broke away from the TTP in 2009 and struck a truce with the Pakistani military. Instead they focus their fighters and money on battling U.S. forces in Afghanistan.
Nazir was believed to be about 40 years old, with three children and property in both Pakistan and Afghanistan. One of his brothers was also killed in a drone strike. Nazir used to be a member of Hizb-e-Islami, a powerful militant Islamist group in Afghanistan run by former Prime Minister Gulbuddin Hekmatyar.
Nazir had survived several assassination attempts, including at least two U.S. drone strikes.
In November, a suicide bomber wounded him in an attempted assassination in Wana.
No group claimed responsibility, but suspicion immediately fell on rival militants including the head of the TTP, Hakimullah Mehsud. He has been jockeying with Nazir for power ever since Nazir's nonaggression pact allowed the Pakistani military to launch a massive operation in South Waziristan that drove Mehsud from the region.
In retaliation for the assassination attempt, Nazir expelled members of Mehsud's tribe from Wana. Nazir was meeting with supporters to discuss how to deal with the TTP when the missiles struck Wednesday, according to the FATA center's Mahsud.
Nazir's group quickly appointed his close aide, Bawal Khan, as a replacement, according to one of Nazir's commanders. He spoke on condition of anonymity because he was not authorized to talk to the media.
But it remains to be seen what the new leader's policies will be and whether the tension with the TTP could lead to a power struggle in the region.
The former chief of intelligence in northwest Pakistan, retired brigadier Asad Munir, said Nazir's killing will complicate the fight against militants in the tribal region and could prompt Nazir's group to carry out retaliatory attacks against the Pakistani army.
It will also raise questions among military commanders here who would like the U.S. to use its firepower against the Pakistani Taliban, which attacks domestic targets, and not against militants like Nazir who aren't seen as much of a threat to the state, Munir said.
He added that the risk now for Pakistan is that the remnants of Nazir's group could join ranks with the Pakistani Taliban in its war with the government and army.
Drone strikes have been on the rise under Obama.
According to the Long War Journal, which tracks such attacks, there were 35 strikes in Pakistan during 2008, the last year President George W. Bush was in office. That number grew to 117 in 2010, then fell to 64 in 2011 and 46 last year.
The program has killed a number of top militant commanders, including al-Qaida's then-No. 2, Abu Yahya al-Libi, who died in a drone strike in June.
Badruddin Haqqani, who has been described as the day-to-day operations commander of the Haqqani network, was killed by a drone attack in August. The Haqqani network has been blamed by the U.S. for carrying out some of the highest-profile attacks against American and NATO troops in Afghanistan.

Hassan Nasrallah, the leader of Hezbollah, delivered the televised address on Thursday.
Mr. Nasrallah, the head of the Shiite militant movement in Lebanon, addressed a ceremony in the town of Baalbek, near the Syrian border, by video link, underscoring the urgency of the need for a resolution. “I call on the Lebanese government to develop its position on the Syrian crisis,” Mr. Nasrallah said, speaking in observance of Arbaeen, the end of a 40-day mourning period for the death of a grandson of the Prophet Muhammad. “Lebanon must exert pressure for a political solution and a political dialogue in Syria. If military operations continue in Syria, it will be a long and bloody battle.”
Mr. Nasrallah has only occasionally commented on events in Syria during speeches.
After the Syrian uprising started in March 2011, the prime minister of Lebanon, Najib Mikati, declared that the country would pursue a line of “disassociation” from either side, a position apparently aimed at keeping the fighting from spilling across the border. Nevertheless, there have been occasional flare-ups inside Lebanon and episodes of cross-border shelling.
Mr. Nasrallah also spoke as reports emerged of the escalating death toll among civilians. As the conflict now approaches the end of its second year, multiple reports flow in daily of civilian casualties from airstrikes, gunfire and shelling. This week, the Syrian Observatory for Human Rights, an opposition group that tracks the war from Britain, reported 45,000 deaths, mostly civilian, since the conflict began, while United Nations’ human rights chief, Navi Pillay, set the number at more than 60,000, based ona new analysis of the broadest data to date.
(Late Thursday, the opposition group in Britain said a car bomb blew up at a Damascus gas station, killing at least nine people, according to The Associated Press.)
Mr. Nasrallah also touched on the refugee problem. Last month the United Nations appealed for $1.5 billion in new aid to handle the humanitarian crisis created by the violence and predicted that the number of Syrian refugees would double to more than one million in the next six months. There are now about 160,000 registered refugees in Lebanon alone. Jordan has at least 150,000; Turkey, 140,000; Iraq, more than 65,000; and Egypt, more than 10,000. How many more are unregistered is uncertain.
While Mr. Nasrallah said the best solution for the refugees would be a halt to the violence, he said: “We should deal with the Syrian refugees with purely humanitarian responsibility, without politicization of the issue. Attention must be paid to the displaced families, whatever their political background.”
“We, as Lebanon, cannot close the border with Syria, with our understanding of the political, security and economic risks for this massive displacement,” he said.
Mr. Nasrallah also emphasized the deep connections between Lebanon and Syria.
“We must recognize that Lebanon is a country mostly affected by what is going on around it, especially in Syria, because of sectarian and political diversity, and conflict of interest,” he said.
Mr. Nasrallah and the Hezbollah group have kept their loyalty to Syria’s president, Bashar al-Assad, an Alawite, relatively low-key. Fighters from the movement cross the border to fight for the president, and some have been sent to protect areas important to Shiites, analysts say. With the frontier between Syria and Lebanon weakly controlled, there are concerns that it could be the focus of confrontations with Sunni fighters in a possible regional conflict.
Hezbollah officials strongly deny that the group is fighting in Syria, although Mr. Nasrallah has said that Hezbollah was providing assistance in protecting people of Lebanese heritage in Syrian villages along the border.
Efforts to find a political solution in Syria by Russia, the United Nations’ special envoy and others have appeared to founder in recent days as neither Mr. Assad nor his opponents have expressed a willingness to make concessions to end the bloody conflict.
Nor has there been any change in the case of James Foley, a freelance reporter for Agence France-Presse, the Global Post Web site and other news outlets who was kidnapped on Nov. 22 by unidentified gunmen in northwest Syria. His family made his disappearance public on Wednesday. Mr. Foley had survived detention by government forces in Libya while covering the conflict there.

The Mexican Drug War has killed an estimated 60,000 people since 2006, but the violence has stayed out of the minds of most US citizens. That is about to change as Islamic extremist groups setting up shop in Mexico.
The House Committee on Homeland Security released a November 2012 report that reveals Islamic terror organizations and networks are indeed exploiting profits from narcotics, and the ease of weapons attainment, and the vast technological abilities of Mexican and other southern cartels that are thriving in Mexico’s lawlessness, along with other southern regions. The report, titled A Line In The Sand: Countering Crime, Violence, and Terror at the Southwest Border, details the growing involvement of Iran and Hezbollah in Mexico and other countries south of the southern US border.In 2006, the Subcommittee reported on the presence of both Iran and Hezbollah in Latin America. Since then, that presence has continued to grow with Iran now having embassies in 11 Latin American countries that include Bolivia, Chile, Colombia, Nicaragua and Uruguay.
This unsettling trend was the reason for a Subcommittee-led Congressional Delegation to Latin America in August 2012. The Delegation traveled to Mexico, Colombia, Paraguay, Argentina, as well as the Tri-Border Area (TBA) of Brazil, Paraguay and Argentina, for a first- hand assessment of the increasing threat posed by Iran and Hezbollah in Latin America. After conferring with U.S. officials, foreign leaders and other experts within these countries, the Subcommittee has concluded that Iran and Hezbollah pose a threat to the entire Western Hemisphere including the United States and our Southwest border.
These new revelations add further concern to US safety when coupled with the December 2011 indictment of Lebanese drug lord Ayman Juma. The indictment revealed Juma was a go-between for Hezbollah and the Mexican Los Zetas cartel. Juma’s indictment showed that 85 tons of cocaine had been delivered into the US by Juma for the Los Zetas. Juma had laundered $850 million for the cartel, of which he received approximately 12% in commissions. The commissions were then given to Hezbollah to fund terrorism.
The Mexican government has disputed the report as false and even used other US government reports to back up Mexican claims of being free of terror ties. However, the facts and incidents in the November 2012 Homeland Security Committee report speak for themselves, as well as other revelations and public declarations from various officials and agencies within the US government.

DACULA, Ga. -- The Big Gun Armory store in Dacula lost nearly 50 firearms in a smash-and-grab burglary that occurred over the weekend, reports the Gwinnett Daily Post.
Forty-four rifles and pistols were stolen along with a pellet gun, according to a police report.
Store employee and co-owner Tyler Keifer said burglars "were in and out in a matter of four minutes...they busted through the front door, reached in and unlocked it."
Keifer estimated a $100,000 loss to the business. He said stolen guns include tactical .22 pistols, shotguns and other types of firearms.

Pentagon report: Iranian intelligence linked to spying, terror attacks

Iran’s intelligence service includes 30,000 people who are engaged in covert and clandestine activities that range from spying to stealing technology to terrorist bombings and assassination, according to a Pentagon report.
The report concluded that Iran’s Ministry of Intelligence and Security, known as MOIS, is “one of the largest and most dynamic intelligence agencies in the Middle East.”
The ministry actively supports Iran’s radical Islamic Revolutionary Guards Corps (IRGC) that has been involved in terrorist bombings from Argentina to Lebanon, according to the report produced by the Pentagon’s Irregular Warfare Support Program and published last month by the Library of Congress Federal Research Division.
The Washington Free Beacon obtained a copy of the 64-page unclassified report.
“MOIS provides financial, material, technological, or other support services to Hamas, Hezbollah, and al Qaeda in Iraq (AQI), all designated terrorist organizations under U.S. Executive Order 13224,” the report said.
The spy service operates in all areas where Iran has interests, including Afghanistan, Iraq, Kuwait, Lebanon, Central Asia, Africa, Austria, Azerbaijan, Croatia, France, Georgia, Germany, Turkey, Britain, and the Americas, including the United States.
Iranian activities in Argentina, Bolivia, Brazil, Ecuador, and Venezuela have raised alarm among U.S. government officials.
The effort appears part of “Iran’s strategy of establishing a presence in the backyard of the United States for purposes of expanding Shi’a and revolutionary ideology, establishing networks for intelligence and covert operations, and waging asymmetrical warfare against the United States,” the report said.
“In Latin America, Iran’s intelligence agencies—MOIS but mostly the Quds Force—use Hezbollah to achieve their goals.”
Israel also is a major target of the MOIS and support for Hezbollah in Lebanon is a major Tehran intelligence objective.
The ministry is under the direct control of Iran’s theocratic dictator, Ayatollah Ali Khamenei, and all its ministers must become Islamic clerics as a precondition for the post. However, the agency recruits foreigners, including British nationals and Israeli Jews.
“To advance its goals, MOIS recruits individuals regardless of their beliefs, including Arabs or Jews to spy in Israel,” the report said.
One MOIS deputy minister, Saeed Emami, was appointed to a key post despite being Jewish by birth.
According to the report, Iranian intelligence is expanding operations in the Middle East and Mediterranean by setting up electronic eavesdropping stations.
“Two Iranian-Syrian [signals intelligence] stations funded by the IRGC reportedly have been active since 2006, one in the al-Jazirah region in northern Syria and the other on the Golan Heights,” the report said, noting that additional stations were planned for northern Syria.
“The technology at the two established SIGNIT stations indicates that Iran’s capabilities are still limited, with little scope for high-level strategic intelligence gathering,” the report said, noting they “appear to concentrate on supplying information to Lebanese Hezbollah,” Iran’s main proxy for terrorism and intelligence-gathering in the region.
Iran also has formed a “cyber command” to conduct both offensive and defensive cyber warfare operations following the June 2010 Stuxnet virus that crippled Iran’s uranium-enrichment infrastructure.
“The success of this virus is an indication of the weakness of Iran’s cyber development,” the report said.
The spy agency was linked to a series of assassinations in the 1990s called the “Chain Murders” that exposed it to western criticism.
According to the report, Russia was active in training Iranian intelligence operations beginning in the 1990s.
The Russian SVR spy service, the successor to the Soviet KGB, trained hundreds of MOIS operatives despite the two agencies’ different doctrines.
The cooperation was based on both nations’ goal of limiting U.S. political influence in Central Asia and efforts to stifle ethnic unrest.
“The SVR trained not only hundreds of Iranian agents but also numerous Russian agents inside Iran to equip Iranian intelligence with signals equipment in their headquarters compound,” the report said.
Iran’s intelligence is also cooperating with al Qaeda despite the Sunni-Shiite differences in religious ideology.
“Cooperation between Iran and al Qaeda is based on their shared opposition to U.S. hegemony in the region—Iraq and Afghanistan, chiefly—and dates to the 1990s,” the report said.
Iran helped a number of al Qaeda terrorists travel safely from Afghanistan to Iran after the Sept. 11, 2001, terror attacks.
“The fact that al Qaeda operates in many countries helps Iran achieve its goal of diverting U.S. attention away from Iran’s immediate neighborhood,” the report said. “In return, al Qaeda uses Iran as a place where its facilitators connect al Qaeda’s senior leadership with regional affiliates.”
“Iranians engage in two types of terrorist attacks,” the report said. “One type includes sabotage, espionage, and bombing of target locations, while the other involves the assassination of dissidents of the Islamic Republic of Iran. Both are perpetrated inside and outside of Iran.”
Between December 1979 and May 1996 a total of 17 Iranians were assassinated by the MOIS, including the July 1980 murder in Bethesda, Md., of Ali Tabatabaei, the Iranian Embassy press attaché in the United States under the Shah of Iran.
Known MOIS-linked assassinations of dissidents inside Iran included the murders of 22 people between November 1988 and December 1998.
The report said the IRGC’s Quds Force is the main covert action arm of the Tehran regime, but that both the MOIS and IRGC cooperate closely.
MOIS agents also use clandestine agents to infiltrate Iranian communities around the world, usually through charitable groups that claim to support Iranian refugees.
“MOIS also has agents who abduct individuals abroad, return them to Iran, and then imprison or kill them,” the report said.
For human spying, the Iranians are “extremely active,” the report said, noting a highly organized and focused program against nearby states.
The Iranians have also deployed many agents to influence the government in Baghdad.
Other Iranian intelligence networks have been discovered in Kuwait, Bahrain, and Turkey.
MOIS defector Gen. Ali Reza Asgari helped identify Iranian links to Hezbollah and also provided Israel with intelligence on Syria’s covert nuclear reactor, which was bombed in 2007 by Israel warplanes, the report said.
“The United States managed to successfully damage Iran’s uranium-enrichment program by intentionally providing defective tools, machines, and blueprints in 2000 and 2003,” the report said.
Iran created a special counterintelligence unit in response called Oghab 2, or Eagle 2, devoted to protecting the nuclear program from attack and sabotage.
However, the Stuxnet computer virus and other cyber attacks showed the counterspy unit to be marginally effective, the report said.

One day after Gov. Nathan Deal said he would take a "close look" at possibly seeking re-elected Clayton County Sheriff Victor Hill's suspension, he has decided that there will not be a review panel at this time.
In February 2012, Hill was indicted on 37 felony charges that included counts of racketeering, making false statements, and theft by taking. Five of those charges were later dropped. As for the remaining 32 counts, however, Deal says that state law prevents him from taking further action.
After careful evaluation of the facts in the case and the applicable state law, Gov. Nathan Deal announced today that he will not appoint a panel to consider the suspension of Clayton County Sheriff Victor Hill.
Deal has concluded that the law outlining the procedures for the suspension of public officials under indictment applies only to officials indicted while holding their elected office.
Pursuant to O.C.G.A. § 45-5-6, the governor must appoint a three-member panel to investigate the indictment of a public official. The law defines "public official" as "any elected county officer." Victor Hill was indicted on Feb. 29, 2012, at which time he was a private citizen and not an elected county officer. Therefore, state law prohibits the appointment of a suspension panel at this time.
Hill took office on Tuesday for his second non-consecutive term and shook up the department's staff in the process. That included reassigning former Chief Deputy Garland Watkins, who almost beat Hill in November's election despite campaigning as a write-in candidate.
Hill will remain Clayton County's sheriff for the time being and is scheduled to appear in an appeals court on Feb. 12.

Smart move for Governor Deal. It wouldn't make sense to there with Clayton County anyways, especially when the state capitol is full of crooks.
I have always considered Clayton to be the shitiest metro county. From problems with the schools to problems with the Sheriff's office and the fact that the general landscape of the county is 30 year old strip malls and check cashing joints, the county just gives off a real shit-hole vibe. Is this a common perception or am I just biased?

the key thing to remember when dealing with clayton county is to spend as little time in clayton county as possible.
I grew up about 300 yards from the Clayton County line. It was for shit when rednecks ran it and it's for shittier now that they don't.
The best thing that ever happened in Clayton County was the outdoor rock concerts at Lake Spivey in the mid-seventies. A great venue, a great scene...but the pols squashed it when some old judge went to see for himself and was mortified at the hippie hedonism.
