BAGHDAD (The Blaze/AP) — After nearly nine years, 4,500 American dead, 32,000 wounded and more than $800 billion, U.S. officials formally shut down the war in Iraq – a conflict that U.S. Defense Secretary Leon Panetta said was worth the price in blood and money, as it set Iraq on a path to democracy.
Panetta stepped off his military plane in Baghdad Thursday as the leader of America’s war in Iraq, but will leave as one of many top U.S. and global officials who hope to work with the struggling nation as it tries to find its new place in the Middle East and the broader world. He and several other U.S. diplomatic, military and defense leaders participated in a highly symbolic ceremony during which the flag of U.S. Forces-Iraq was officially retired, or “cased,” according to Army tradition.

The U.S. Forces-Iraq flag was furled – or wrapped – around a flagpole and covered in camouflage. It will be brought back to the United States.
“You will leave with great pride – lasting pride,” Panetta told the troops. “Secure in knowing that your sacrifice has helped the Iraqi people to cast tyranny aside and to offer hope for prosperity and peace to this country’s future generations.”
During several stops in Afghanistan this week, Panetta made it clear that the U.S. can be proud of its accomplishments in Iraq.
“We spilled a lot of blood there,” Panetta said. “But all of that has not been in vain. It’s been to achieve a mission making that country sovereign and independent and able to govern and secure itself.”
That, he said, is “a tribute to everybody – everybody who fought in that war, everybody who spilled blood in that war, everybody who was dedicated to making sure we could achieve that mission.”
Panetta echoed President Barack Obama’s promise that the U.S. plans to keep a robust diplomatic presence in Iraq, foster a deep and lasting relationship with the nation and maintain a strong military force in the region.
As of Thursday, there were two U.S. bases and about 4,000 U.S. troops in Iraq – a dramatic drop from the roughly 500 military installations and as many as 170,000 troops during the surge ordered by President George W. Bush in 2007, when violence and raging sectarianism gripped the country. All U.S. troops are slated to be out of Iraq by the end of the year, but officials are likely to meet that goal a bit before then.
The total U.S. departure is a bit earlier than initially planned, and military leaders worry that it is a bit premature for the still maturing Iraqi security forces, who face continuing struggles to develop the logistics, air operations, surveillance and intelligence sharing capabilities they will need in what has long been a difficult neighborhood.
U.S. officials were unable to reach an agreement with the Iraqis on legal issues and troop immunity that would have allowed a small training and counterterrorism force to remain. U.S. defense officials said they expect there will be no movement on that issue until sometime next year.
Still, despite Obama’s earlier contention that all American troops would be home for Christmas, at least 4,000 forces will remain in Kuwait for some months. The troops will be able to help finalize the move out of Iraq, but could also be used as a quick reaction force if needed.
Obama met in Washington with Iraqi Prime Minister Nouri al-Maliki earlier this week, vowing to remain committed to Iraq as the two countries struggle to define their new relationship. Ending the war was an early goal of the Obama administration, and Thursday’s ceremony will allow the president to fulfill a crucial campaign promise during a politically opportune time. The 2012 presidential race is roiling and Republicans are in a ferocious battle to determine who will face off against Obama in the election.
Panetta acknowledged the difficulties for Iraq in the coming years, as the country tries to find its footing.
“They’re going face challenges in the future,” Panetta said Wednesday during a visit with troops in Afghanistan. “They’ll face challenges from terrorism, they’ll face challenges from those that would want to divide their country. They’ll face challenges from just the test of democracy, a new democracy and trying to make it work. But the fact is, we have given them the opportunity to be able to succeed.”
The ceremony at Baghdad International Airport also featured remarks from Army Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff, and Gen. Lloyd Austin, the top U.S. commander in Iraq.
Austin is leading the massive logistical challenge of shuttering hundreds of bases and combat outposts, and methodically moving more than 50,000 U.S. troops and their equipment out of Iraq over the last year – while still conducting training, security assistance and counterterrorism battles.
Over the coming days, the final few thousand U.S. troops will leave Iraq in orderly caravans and tightly scheduled flights – a marked contrast to the shock and awe that rocked the country on March 20, 2003, as the U.S. invasion began.
Saddam Hussein has been ousted, the reports of weapons of mass destruction largely laid to rest. And the future of a nascent democracy awaits.

http://www.independent.co.uk/news/world/americas/exclusive-alleged-us-whistleblower-was-danger-to-himself-and-others-6278859.html I do believe that the Army was guilty of contributory negligence: it makes me very disturbed to think an entire security operation had passwords on post-it notes and that soldiers purchased games and other software from locals that could have given them viruses or leaked material on its own into the WRONG hands... perhaps the only crime that Manning is guilty of is telling the truth and being unfit for combat. The repeal of DADT would have made it ever harder for Manning, if he is struggling with his sexuality; especially if he was excelled or gifted in some way, this would promote jealous and favoritism in allowing him to openly serve, and this creates unnecessary tension and distraction. I do feel that if he is gay, that he idolized Assange, and therefore he leaked information out of trust and reverence. While it is a great thing that many gay people do not have the trappings or responsibilities of family, others may be jealous that Manning would be first pick for several reasons to handle certain things. I certainly don't think Manning committed treason, directly or indirectly, and I don't believe that he is so dangerous to our national security that he should be locked away for the rest of his life. He is guilty of breaking his Oath, and he should be dismissed from the military without pay. He should not get special treatment or consideration, decrying discrimination about him being gay, he should be treated as any other officer who had leaked classified information to the Press, during a time of War. Otherwise, the law is not being applied equally to Manning, for the offenses he did commit. He is not special when he wears that uniform, he is not purple, but green and he should receive the same consequences expected of anyone else, just like anyone else. While I do not find his court marshal to be deserving of death, a psychologist ruled him unfit for duty in May, as military life openly gay or in the closet is equally hard, and contrary to a gay person's emotional nature. In addition from being unfit for duty, Manning presented areas in which he could not follow orders, known as INSUBORDINATION. Even not in intelligence, this poses a huge problem to the operation and cohesiveness to the unit. The fact that Manning is in the military and Lady Gaga is his hero, is of some concern, in that Manning's loyalties are not that solely and authentically to the service of the United States Army, but self-serving and grandiose. I say if he wants to act like Madonna, or Lady Gaga, the military is too serious to satisfy his needs for self-expression, entertainment, and curiosities, and it is not up to taxpayers to feed him, clothe him, or give him a military pension the rest of his life for his inattention to duty. Maybe he would be a better reporter in civilian life, than entrusted as someone to guard computers and military operations. Manning failed to report to generals the misconduct of his unit, in leaving passwords on post-its, which would get a court marshal for the entire unit. If I were the Army, I would audit everyone Manning was around, split them up and demote them, and I would severe Manning's military contracts, with dishonorable discharge. Manning was supposed to report to Colin Powell, not Julian Assange.

Aja Brooks no it's like, rats, the Patriot Act can't keep them locked up, so they have to find a way to rob people of their social security by locking them up.... what I mean is, it costs $60,000 to lock someone up a year and it is the reimbursal.... very crooked, illegal, and violates rights. Aja Brooks sorry but Michele Bachmann has sat on the repeal legislation since 8/2010, and I do not feel Newt or Romney have the right plans to jump start this stagnant economy. Newt must understand that this is not the economy of the late 90's, nor can he spout whatever he wants to from his lips on foreign policy without consequences! America is not a isolationist island, but the state of the world, and Newt blaming the Sunnis, ALL Sunnis, it a mistake. While the Palestinians share a common language/religion, they do not have a common heritage, except that Iraq is the old Mecca, and they believe the West Bank/Jerusalem to be the New Palestine. He even said himself it would take him 7yrs. to undo Obama's damage. Mitt Romney is not a Conservative, which is why we call him Obamoney: he approves of gay marriage because it will garner votes. He wants to be President so bad, even though he is worth $250 million. He has been called by some an unscrupulous success of a businessman, gobbling up companies and reselling them, and he has the most questionable donors from the likes of Goldmann Sachs. So, no, I will not be there to listen to this event. Rick Perry has the best job creation plans on his website, I think they will improve the economy in 3yrs., and he has the best ideas on how to reform Washington, who is the problem. Rick Santorum wants to reduce corporate taxes to make us the manufacturing center we were, and he has Conservative values, and he is not overly emotional on foreign policy or deft to what is going on. Thanks but no thanks, Tea Party Patriots, AKA Capitol Tea.

Aja Brooks I am torn between Rick Perry and Rick Santorum. This will be the first election that I've ever voted in, I was a musician before getting involved in politics, and I never felt compelled to get involved in anything political or governmental until 2008 when I supported John McCain's internet campaign. The first vote I ever cast will be against Obama.

I do not support Mitt Romney because he does what is politically convenient, and we call him "Obamoney", for he has supported gay marriage at the Nevada debate, then retracted. That is a serious thing when we have homosexual agendas shoved in our kids' curriculum at some schools.

I do not understand why he wants to be President so bad if he is worth $250 million, unless all of his investments have tanked, but many accuse him of being an unscrupulous success at reselling businesses and crumbling other people's dreams.

If things are so great in the private sector and he was so successful there, why is he leaving?

Another thing, you can not mandate anyone in your state to buy insurance. I am Native American, we use 200 natural medicines that make up all of what modern medicine is today, and that is not covered, subsidized, or reimbursed to us as cost for what we pay out of pocket to maintain good health, that we use to care for ourselves and others around us. It is a gimmick for the government to take $100 more a month to spend it elsewhere with no balanced budget, or no adherence to a $2.5 trillion budget revenue over the past 3yrs.; to go against the Constitution and to legislate the morality of what a beneficent government should be, is wrong. You fund the government that you want to have, not make the government fund things that violate the rights of others.

I really despise the public display of betting people on stage: it is puerile, unprofessional and in bad taste, and since Romney and I didn't shake, I still don't think he'll be the nominee though I told him I'd bet him $10,000 he wouldn't be the nominee.

We are supporting Rick Perry's Reform of Congress and job creation plans that would yield results in 3yrs., even Newt said it would take him 7yrs. to undo Obama's damage. While Romney has great ideas, and he is more of an idealist while Ron Paul is a philosopher, Obama had great ideas and look where it got us:
  • $10 trillion more in debt since 2006, raising the debt ceiling twice, under a Congress controlled by Democrats
  • Unconstitutional laws and abuse of power: endless scandals, levying healthcare as a fine on states but requiring them to balance their budgets, and a government agenda that interferes with personal lives and the livelihood of business
  • A war-weary Nation, a weakened diplomacy with no financial means or credit to stay instability in our own country or abroad.
  • A tarnishing the Office has not seen since the likes of Bill Clinton, as Obama is really gay, had his gay lovers murdered and has fed a corrupt government and Congress with lies through an Attorney General and DNC who refuse to bring him up on charges for 2008 election fraud or remove him from Office.
The death bell tolls for Obama's Presidency when he vetoes the Keystone Pipeline, he may as well have signed his own impeachment order that I am drafting.
I don't know why anyone in their right mind would want to be President after this, but there are many people like me who refuse our country to be handed over to our enemies, despite Obama begging for a drone back. I assure you, Iran does not have the capabilities to use it, but he does have a nuke waiting for him somewhere: maybe tucked away in Iraq right under our noses or elsewhere. I lost my contact in Lebanon who would tell me of what the world is like there. I am limited to what intelligence information I can gather on a computer, it is more like taking a pulse and litmus tests.

Furthermore, the reasons that I have listed above are why I would not support Romeny's nomination, and why the GA Tea Party supports Rick Perry or Rick Santorum. I have the money to actually get my lobbyist badge now, but I see no reason to spend my money with snooty Capitol Tea people and Old Hat Republicans. I like Nathan Deal, but those people really put sand in my drawers.

Aja Brooks If I were you Ellen Hillwig I would support Ron Paul then, for a Constitutional Monarchy and Ostrich position on foreign policy. Isolationism does not work in a global economy, but neither do unending wars. A Nation must defend itself though, and no theory of peace, nation building, or money thrown in a direction of a foreign government quells the hatred and envy of other countries. Republican presidential candidate Ron Paul on "The Tonight Show with Jay Leno" Friday. (NBC)
Republican presidential hopeful Ron Paul took some strong digs at his fellow candidates Friday, saying Minnesota Rep. Michele Bachmann “hates Muslims” and former Pennsylvania Sen. Rick Santorum doesn’t like “gay people and Muslims.”
Paul made his comments on “The Tonight Show with Jay Leno” when the host asked him for his take on the other GOP contenders in the field.
On Bachmann, the Texas congressman said: “She doesn’t like Muslims, she hates Muslims, she wants to go get them.”
“Wow, okay, that’s not good,” Leno said.
And Santorum?
“Gay people and Muslims,” Paul answered.
The rest of Paul’s evaluations were decidedly tamer. On Mitt Romney, Paul simply said, “He used to be governor of Massachusetts.”
When Leno pointed out his answer sounded like one Texas Gov. Rick Perry might give, Paul added: “Maybe that’s what he should stay as, being governor.”
On Newt Gingrich: “He should run for Speaker of the House again.”
On former Utah Gov. Jon Huntsman: “He’s a good diplomat, he knows what diplomacy is all about.”

UPDATE: Bachmann has responded to Paul’s comments and said she does not “hate” Muslims.
“I haven’t heard that,” she told Politico Saturday during a campaign stop in Iowa. “It’s kind of an odd thing to say, I think. I think the Iranian threat is real. That doesn’t mean that I hate the Muslim people.”

Holder Torches Sheriff Joe, Accuses Him of Civil Rights Violations

PHOENIX (AP) -- The federal government issued a scathing report Thursday that outlines how Maricopa County Sheriff Joe Arpaio's office has committed a wide range of civil rights violations against Latinos, including a pattern of racial profiling and discrimination and carrying out heavy-handed immigration patrols based on racially charged citizen complaints.

The report, obtained by The Associated Press ahead of its release, is a result of the U.S. Justice Department's three-year investigation of Arpaio's office amid complaints of racial profiling and a culture of bias at the agency's top level.

The Justice Department's conclusions in the civil probe mark the federal government's harshest rebuke of a national political fixture who has risen to prominence for his immigration crackdowns and became coveted endorsement among candidates in the GOP presidential field.

Apart from the civil rights probe, a federal grand jury also has been investigating Arpaio's office on criminal abuse-of-power allegations since at least December 2009 and is specifically examining the investigative work of the sheriff's anti-public corruption squad.

The civil rights report said federal authorities will continue to investigate complaints of deputies using excessive force against Latinos, whether the sheriff's office failed to provide adequately police services in Hispanic communities and a large number of sex-crimes cases that were assigned to the agency but weren't followed up on or investigated at all.

The report took the sheriff's office to task for launching immigration patrols, known as "sweeps," based on complaints that Latinos were merely gathering near a business without committing crimes. Federal authorities single out Arpaio himself and said his office, known as MCSO, has no clear policies to guard against the violations, even after he changed some of his top aides earlier this year.

"Arpaio's own actions have helped nurture MCSO's culture of bias," wrote Thomas Perez, who heads the Justice Department's civil rights division, adding that the sheriff frequently gave such racially charged letters to some of his top aides and saved them in his own files.

"MCSO is broken in a number of critical respects. The problems are deeply rooted in MCSO's culture," he said Thursday.

The Justice Department's expert on measuring racial profiling said it's the most egregious case of racial profiling in the nation that he has seen or reviewed in professional literature, Perez said.

Investigators interviewed more than 400 people, including Arpaio, reviewed thousands of documents and toured county jails as part of its probe, he said.

If the sheriff's office doesn't turn around its policies and practices, the federal government could pull millions of dollars of federal funding.

Arpaio's office did not immediately respond to AP requests for comment.

The report will require Arpaio to set up effective policies against discrimination, improve training and make other changes that would be monitored for compliance by a judge. Arpaio faces a Jan. 4 deadline for saying whether he wants to work out an agreement. If not, the federal government will sue him and let a judge decide the complaint.

Arpaio, the self-proclaimed toughest sheriff in America, has long denied the racial profiling allegation, saying people are stopped if deputies have probable cause to believe they have committed crimes and that deputies later find many of them are illegal immigrants.

Arpaio has built his reputation on jailing inmates in tents and dressing them in pink underwear, selling himself to voters as unceasingly tough on crime and pushing the bounds of how far local police can go to confront illegal immigration.

The report also said he and some top staffers tried to silence people who have spoken out against the sheriff's office by arresting people without cause, filing meritless lawsuits against opponents and starting investigations of critics.

One example cited by the Justice Department is former top Arpaio aide David Hendershott, who filed bar complaints against attorneys critical of the agency along with bringing judicial complaints against judges who were at odds with the sheriff. All complaints were dismissed.

The anti-corruption squad's cases against two county officials and a judge collapsed in court before going to trial and have been criticized by politicians at odds with the sheriff as trumped up. Arpaio has defended the investigations as a valid attempt at rooting out corruption in county government.

The civil rights report said Latinos are four to nine times more likely to be stopped in traffic stops in Maricopa County than non-Latinos and that the agency's immigration policies treat Latinos as if they are all in the country illegally. Deputies on the immigrant-smuggling squad stop and arrest Latino drivers without good cause, the investigation found.

A review done as part of the investigation found that 20 percent of traffic reports handled by Arpaio's immigrant-smuggling squad from March 2006 to March 2009 were stops - almost all involving Latino drivers - that were done without reasonable suspicion. The squad's stops rarely led to smuggling arrests.

Deputies are encouraged to make high-volume traffic stops in targeted locations. There were Latinos who were in the U.S. legally who were arrested or detained without cause during the sweeps, according to the report.

During the sweeps, deputies flood an area of a city - in some cases, heavily Latino areas - over several days to seek out traffic violators and arrest other offenders. Illegal immigrants accounted for 57 percent of the 1,500 people arrested in the 20 sweeps conducted by his office since January 2008, according to figures provided by Arpaio's office.

Police supervisors, including at least one smuggling-squad supervisor, often used county accounts to send emails that demeaned Latinos to fellow sheriff's managers, deputies and volunteers in the sheriff's posse. One such email had a photo of a mock driver's license for a fictional state called "Mexifornia."

The report said that the sheriff's office launched an immigration operation two weeks after the sheriff received a letter in August 2009 letter about a person's dismay over employees of a McDonald's in the Phoenix suburb of Sun City who didn't speak English. The tip laid out no criminal allegations. The sheriff wrote back to thank the writer "for the info," said he would look into it and forwarded it to a top aide with a note of "for our operation."

Federal investigators focused heavily on the language barriers in Arpaio's jails.

Latino inmates with limited English skills were punished for failing to understand commands in English by being put in solitary confinement for up to 23 hours a day or keeping prisoners locked down in their jail pods for as long as 72 hours without a trip to the canteen area or making nonlegal phone calls.

The report said some jail officers used racial slurs for Latinos when talking among themselves and speaking to inmates.

Detention officers refused to accept forms requesting basic daily services and reporting mistreatment when the documents were completed in Spanish and pressured Latinos with limited English skills to sign forms that implicate their legal rights without language assistance.

The agency pressures Latinos with limited English skills to sign forms by yelling at them and keeping them in uncomfortably cold cells for long periods of time.

The Justice Department said it hadn't yet established a pattern of alleged wrongdoing by the sheriff's office in the three areas where they will continue to investigation: complaints of excessive force against Latinos, botched sex-crimes cases and immigration efforts that have hurt the agency's trust with the Hispanic community.

Federal authorities will continue to investigate whether the sheriff's office has limited the willingness of witnesses and victims to report crimes or talk to Arpaio's office.

"MCSO has done almost nothing to build such a relationship with Mariciopa County's Latino residents," Perez wrote.

ICE AGENCY REPORT PUTS SERIOUS DENT IN ERIC HOLDER’S DOJ CASE AGAINST SHERIFF JOE ARPAIO

On Thursday Eric Holder and the Department of Justice filed suit against Arizona’s Maricopa County Sheriff’s office run by the outspoken and flamboyant Joe Arpaio who’s made it a personal crusade to uphold U.S. immigrations laws when the feds won’t.
Eric Holder and the Obama Administration are applying the full weight of the federal government’s resources into trying to stop the new Arizona immigration law, but that’s only one of the multi-front attacks they’ve setup to make sure states are stripped of their ability to enforce U.S. immigration laws. Now the DOJ is suing the most active and largest sheriff’s office in Arizona (Sheriff Joe Arpaio’s office has 189 officers) by extending an investigation into alleged civil rights violations.
Back in March of 2009 the DOJ informed sheriff Arpaio that a probe was underway to investigate what the DOJ claimed were “alleged patterns or practices of discriminatory police practices and unconstitutional searches and seizures.” This is where things get sticky for Eric Holder and the Obama Administration.
Six months prior to this investigation the Immigration and Customs Enforcement agency (ICE) had already conducted its own investigation of sheriff Arpaio’s office and not only gave it a clean bill of health, they actually gave a raving review. The report said things like “The OI and DRO supervisors consider the conduct and performance of the MCSO … officers to be professional and meeting the requirement of the MOA.” And that they considered the working relationship between the feds and the sheriff’s office to be “excellent” and that cases brought by the sheriff’s office to be “high quality.”
The DOJ then got caught with its pants down when more government documents were uncovered under the Freedom of Information Act that suggests politics may be at the root of the investigation. Sheriff Arpaio’s lawyers found a March 11, 09 e-mail, that was sent just after the Justice Department investigation was announced, from an Immigration and Customs Enforcement agency employee to John P. Torres who was at the time the acting assistant secretary of ICE. The email said: “Did you see this?” attaching a news report on the investigation. “Yes,” Torres responded a few minutes later. “Interesting politics at play.”
Thursday’s DOJ lawsuit against sheriff Arpaio is for Arpaio’s allegedly failing to cooperate fully in the probe, despite the fact there has already been an ongoing probe for over a year and a half now and not a single charge has been levied against Arapio or his office by the DOJ for violating anyone’s civil rights.

In accordance with current federal immigration laws and standards of citizenship, it has been brought to our attention routinely that President Barack Obama is not authentically a citizen of the United States, but of Kenyan birth. Even Africa has responded on the matter, sufficing to say that they knew about Obama’s ways before we did, to misrepresent himself and motives for campaigns, and Africa cites his cousin Raila Odigna’s election issues and violence. Africa also complains that Obama has recently dumped $60 million taxpayer dollars into an abortion clinic in Uganda, for idol worship purposes of child sacrifice. Obama entered into a contract with the goddess Mami Wata, titled H.R. 4872, for the mass federal funding of abortions, and he justified this by saying the abortions would pay for themselves with the money made off of carcass harvesting, with the bodies being sold for stem cell research.

Therefore, with our moral and lawful objections to Obama’s Presidency and the Impeachment Decree being drafted presently, we must uphold and enforce current federal laws, up to applicable fines, imprisonment, and deportation. It is difficult for America to be respected when the President refuses to honor the laws he is sworn to uphold.

Funding has been a challenge, and the laissez-faire policies of former Speaker Newt Gingrich contributed to Georgia alone losing $20 million dollars in immigration fees and lost tax revenue of 2-3% over the past decade. Amnesty is not an option, with the money being left unpaid.

Additionally, current laws in Mexico that respect personal use amounts of illegal drugs are different than American laws which are outdated on drug policy reforms, according to current Mexico law and Canadian studies. Therefore, the role of state governments is to report to the federal government agencies handling immigration and deportation matters, or ICE. Restricting state laws meant to comply with existing federal laws is not only ludicrous, but shows a blatant disregard for the citizens who do pay taxes.

While Georgia has lost over $20 million dollars in immigration fees and 2-3% in tax revenue annually, this is not necessarily an issue of Amnesty or naturalization that Obama has politicized for votes and his own lack of citizenship; it is an issue of willful law breaking, tax evasion, and a strained system resultant from ineffective coordination of state government costs with respect to federal enforcement that is both cooperative, collaborative, and truly diplomatic in our relationship to Mexico.

States may sue the federal government for the lost immigration fees, or they may levy the appropriate fines upon those who have not registered for citizenship or upon those who do not have VISAS: usually the financial burden is enough to encourage people to go back to Mexico without us having to foot the cost of imprisonment or for a one-way deportation.

Now, based on arrests and the costs of processing those arrests: the message is simple... either comply with the federal immigration program in ENTIRETY and PAY UP, OR GET OUT!! It is up to each state to report these findings of judicial costs, to be monitored for waste, with this Act. The Southern States have six months to analyze this, and report to Congress by 6-1-2012 their findings for Florida, Georgia, Alabama, Mississippi, Louisiana, Texas, New Mexico, Arizona, and California, who all share an immigration burden outside lawful federal requirements, in varying proportions, but especially Texas and Arizona who are victimized by cartel violence with California having a 15% unemployment rate, and the federal government will have to take this into consideration for states adhering to budgetary law and proper appropriation to remedy these issues. The IRS may assist and census workers, so there is plenty of work to be done now through next June.  

*Other states may apply for federal money, verifying proof of immigration population and state funds expended in enforcing federal law. In gearing towards the border being manned by drones, we are creating a hostility that is unnecessary; as the border needs to be well patrolled, sealed, and monitored for information collection.

The proposal has been put on the table that everyone who does not have a US Driver’s license that they can verify with a passport, must apply for a Temporary Federal ID card. We had originally discussed equipping this with a bar code, charging 10% sales tax to buy items in the United States, so that we could retain revenue for services used. Driver’s License numbers or the TFID number could be entered into the cashier’s system, like it is for alcohol or the birthdate for a citizen OR BY SWIPING THE BAR CODE for all purchases, those buying domestically and those here visiting or working. We want to create a border that is not dysfunctional; one that operates lawfully and provides revenue, while properly protecting citizens and safeguarding the immigration process.
The ID cards would prevent useless waste of inquiries or expenditure of law enforcement’s time, prevent harassment by police, and it would give the federal government access to track who is coming in and out of the United States and for what purposes they are here and by monitoring commerce. This would also be without criminalizing legitimate workers or discriminating needlessly through undue scrutiny, with this system in place.

Until this Photo ID system can be implemented, it is NOT very wise to have an unmanned border with drones. It is a murderous electric fence, and it does nothing to protect citizens from immigrants already here, who go crazy over hearing their loved ones were killed on the border by our government. After all, by our penchant for importing 50% of Mexico’s drugs, we are half the problem, as Mexico is as well. Both countries are equally to blame for not coming to such diplomatic conclusions proposed in this Act.

While we are in a deficit, we can analyze the revenue figures, and approve implementation for July 1st, 2012, after getting the federal budget on a sustainable track of adhering to a $2.5 trillion annual revenue figure and a debt payment plan for deficit reduction.

If we do not adopt a border policy that includes basic legalization of marijuana for diplomatic control with respect to current state laws in this Act to take effect 1/1/12, as it is legal in California, then we are the hypocrites the cartels say we are.

The system has been stealing from its citizens in two ways: the cost of imprisonment and the failure to restore individuals to becoming taxpayers who have dopamine deficiencies, who use drugs.  Every Southern border state must issue a compliance statement and action plan on how they will comply yearly to federal enforcement laws.
